MEETING DATE: February 24, 2014 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the award of bid to Core Controls Incorporated for the replacement of the pool boiler at the Bogert Swimming Pool for $113,160.00. BACKGROUND: The current boiler at Bogert Pool is a 1949 low pressure steam boiler that has been in service at the pool since the early 1950’s. In accordance with the Boiler Inspector for the State of Montana, the boiler’s condition has deteriorated to a point that the boiler can no longer be used. Safety shut off valves are not functioning, and the walls of the boiler are too thin to operate safely. Staff is recommending that the boiler be replaced with high efficiency boilers. The recommended boilers run at approximately 98% efficient. This is significantly better then the roughly 40% efficiency of the current boiler. In addition to operating cleaner, the recommended boilers can be used in a new facility if necessary. UNRESOLVED ISSUES: None. ALTERNATIVES: As suggested by the City Commission. FISCAL EFFECTS: On August 12th, 2013 the city commissioners reallocated $100,000 from the FY14 Aquatic CIP Projects to Bogert Pool Repairs. This was added to $25,000 already in place to make repairs to Bogert Pool. These additional funds are necessary to replace the boiler and update the main drains at Bogert Swimming Pool. The boiler replacement was estimated at $100,000. The lowest, qualified bid came in at $113,160. This will leave $11,840 in Bogert Swimming Pool Repair Budget to complete the main drain project at Bogert Pool. The replacement of the boiler will provide a reduction in natural gas use at Bogert Pool.
