This public comment period will be your only opportunity to comment at this meeting. If you have a disability that requires assistance, please contact our ADA Coordinator, James Goehrung, at 582-3232. 1 FY15 Climate Action Plan Goals Implementation of the Climate Action Plan will continue in fiscal year 2015 with aggressive programming in the area of building energy efficiency and conservation. Three initiatives will be implemented to address three building types in our community: city-owned facilities, residential homes, and private businesses. Once these programs are firmly established, we will focus on policies and incentives to promote more sustainable new construction of city-owned buildings and private developments. A secondary priority area will be to improve the fuel efficiency of our vehicle fleet. We will also promote employee and community involvement in the Climate Action Plan by: forming a permanent community advisory council, participating in community events, increasing education, outreach, and reporting, updating greenhouse gas emissions inventories, and providing regular utility reports to each department. Recommended Priority: 1. McKinstry Investment Grade Audit (city-owned facilities) • A comprehensive plan for energy conservation and renewable energy within city-owned buildings • Develop a list of energy upgrades with preliminary engineering, a guaranteed maximum price and return on investment • Includes recommendations for LED streetlights and parking lots • Make recommendations for the Capital Improvement Plan 2. Bozeman Energy Smackdown (residential buildings) • Challenging residents to save 10% or more on their utility bill • Comprehensive outreach effort with marketing firm • Website upgrades • Expand partnership with NorthWestern Energy 3. Bozeman Business Energy Program (private businesses) • Administered by half-time employee i. Develop program guidelines and application ii. Recruit participants iii. Seek additional grant funding iv. Use program to promote NWE audits & rebates, building benchmarking, and building commissioning 2 4. Form a City of Bozeman Climate Partners Advisory Council • Consolidate working groups into one formal group • Subcommittees focused on specific initiatives 5. Assist with the development of LED lighting standards for new developments and subdivisions 6. Participate in community sustainability efforts, as appropriate: • MSU Campus Sustainability Advisory Council • Gallatin Earth Celebration • Montana 4-H Congress Climate & Environmental Summit • Montana Renewable Energy Association • Yellowstone-Teton Clean Energy Coalition • Mountain Communities Consortium 7. Research and recommend a sustainable building standard for new City of Bozeman facilities 8. Research and recommend a menu of energy and water conservation incentives for private development • Identify and address any barriers to on-site photovoltaic and solar hot water installations, particularly in historic districts 9. Make a recommendation to the City Commission on a vehicle purchasing policy • Identify opportunities for use of hybrid, plug-in hybrid, or all electric vehicles, including consideration for charging stations 10. Fall outreach effort for Idle Free Bozeman • Produce and distribute radio ad • Focused outreach on School District 11. Incorporate reusable grocery bags into our education and outreach efforts to help reduce plastic bag pollution 12. Report successes and challenges to community: • Newsletters • City of Bozeman sustainability factsheets • Municipal greenhouse gas emissions update every two years (due 2014) • Community greenhouse gas emissions update every four years (due 2014) 13. Track, monitor, and distribute information on electricity, natural gas, fuel consumption, waste, recycling, and water to departments on a quarterly basis
