MESSAGE FROM THE DIRECTOR OF COMMUNITY DEVELOPMENT
The year marks the end of our first year as a truly merged one stop department for architects,
engineers, developers, builders, homeowners, business owners, and community members
interested or involved in building in the City of Bozeman.
The Department manages the City's long range planning, annexation, subdivision, zoning,
historic preservation, neighborhood’s programs and initiatives, and the North 7th Avenue and
Northeast Neighborhood Tax Increment Finance Boards. Under our new structure, we’ve been
working closely with the City’s Engineering Division, within the Public Works Department, on
development review projects and the redevelopment and expansion of the City’s transportation
network, stormwater, and water and sewer infrastructure.
The departmental commitment to collaboration, with a strong focus on customer service, has
resulted in a more timely and comprehensive review process. We continue to provide the
outcomes that the community expects through a clear, collaborative, transparent, and customer
based process.

The Building Division has led the way in process improvement by being a key partner in the
development review process. The concurrent review process allows applicants to process
development review applications concurrently with building permit review. The Building
Division has been an early and effective adopter of new technology that is allowing the
inspectors to provide real time inspection results to contractors and owners.
This year has been dedicated to improvements in process, procedure, efficiency and customer
service. We will always be striving to improve in each of these areas, but the remarkable efforts
by staff members within Community Development have made this a truly remarkable year.
DEMOGRAPHIC TRENDS
City & County Historic Population Trends: 1900 - 2013
Recent Population Trends - Bozeman & Gallatin County
According to the U.S. Census Bureau, the City of Bozeman’s estimated population increased
from 37,280 as of April 1, 2010 to 38,695 as of July 1, 2012 – an estimated increase of 1,415
people or 3.8%. The City’s actual population was determined to be 37,280 as of April 1, 2010
during the 2010 Census which was an actual increase of 9,771 people or 36%. The City of
Bozeman population estimate for 2013 is 38,695. Gallatin County’s estimated population was
93,785 in 2013 and is projected to be 95,470 in 2014.
Recent Population Trends—State of Montana
Since the last official count from Census 2010, Montana grew 1.6%, to 1,005,494 residents as of
July 1, 2012 - adding 16,079 people over the last 2 years. The population estimate for 2013 is
1,015,165 people – an estimated increase of 9,671 people or 1.2% over a two year period.
Montana is ranked 48th among the 50 states in population.

THE CITY BOUNDARIES INCREASED IN 2013
In order to accommodate increasing population and business growth, new land for residential,
commercial and industrial development is annexed to the City. In 2010, the City was
approximately 12,318.93 acres (19.25 square miles) in size. The total amount of acreage annexed
into the City for 2013 was 111.02 acres, which increased the total size of the City to 12,777.67
acres or ~19.96 square miles. The DCD received 4 Annexation Applications in 2013. The City
has a reserve of developable land within its current boundaries.

SUBDIVISION ACTIVITY
Subdivision activity increased in 2013; final plat applications for 395 lots were received and
preliminary plat applications for 272 lots were received. Since the beginning of 1996, 6,556 new
building lots have been created in the City. In 2013, the Department of Community Development
processed 43 subdivision applications and 20 subdivision exemption applications, a 153%
increase over 2012. Since the beginning of 1996, 770 subdivision applications have been
processed.

In 2013, DCD also processed 12 Zone Map Amendments (ZMA), 4 Master Site Plans, 34 Final
Site Plans, 3 Master Signage Plans, 24 Reuse/Further Development applications, 2 Zone Code
Amendments (ZCA), 4 Variances, 1 Appeal, 47 Modifications to Approved Plans, 3 Special
Temporary Use Permits, 1 Sketch Plans, 23 Improvements Agreements, 8 Condominium
Conversions, 17 Zoning Verifications, 25 Informal reviews, and 547 Business Licenses.

CERTIFICATE OF APPROPRIATENESS ACTIVITY
In 2013, 229 applications for Certificates of Appropriateness (COA) were processed for projects
located in the Neighborhood Conservation Overlay District or the Entryway Corridor Overlay
District. Of these 229 applications, 11 included a request for Deviations, 8 involved a
Reuse/Further Development Application, 99 were for signs, 8 included Conditional Use Permits,
10 were for Site Plans in the Entryway Corridor Overlay District, and 8 were for Site Plans in the
Conservation Overlay District. The remaining 184 applications were sketch plan COA’s
reviewed by Administrative Design Review Staff.
ECONOMIC DEVELOPMENT
The Department of Community Development has always participated as a voting member on the
City’s Economic Development Loan Review Committee (EDLRC). At the end of 2013, the
EDLRC managed a portfolio of 4 loans with a value of $2,428,698.55 being disbursed and

$222,932.73 in outstanding loans. The current RLF account balance is $655,360.39. Revolving
Loan Funds are loaned at favorable terms to stimulate job retention and creation in Bozeman.
RESIDENTIAL BUILDING PERMIT ACTIVITY
Today, there are ± 18,918 dwelling units in the City of Bozeman. From the years 2001-2013,
single-household units remain the most common housing unit type permitted at approximately
40%, followed by multi-household units at approximately 29%.

Of the 944 housing units permitted in 2013, 39.94% were for single-household residences,
7.84% were for townhomes, 1.48% were for duplexes, 2.86% were for triplexes/four-plexes,
47.14% were for multi-household units, 0.64% were for Accessory Dwelling Units, and 0.11%
were for manufactured homes.

We are happy to report that the economy and construction are on the rebound as can be seen by
the graphs provided below. The Building Division’s effort to re-focus its goals and provide new
and enhanced services for our customers has been a primary focus over the course of the last
year. These improvements, including the use of new technology, department restructuring and
extension of hours, are providing faster, higher quality, more accessible and streamlined services
for our customers now and in the coming years.

CODE ENFORCEMENT ACTIVITY
In the year 2013, a new division within the City of Bozeman Police Department specializing in
community outreach for code compliance to better serve the citizens of Bozeman was created.
The Department of Community Development will provide support to the new division as well as
the citizens of the community. In 2013 the DCD processed: 117 permanent sign applications, 45
temporary sign applications, and 5 zone/nuisance code violations.
