Community Parks Master Planning
Procedure

Overview
The purpose of a Recreation and Parks Advisory Board (RPAB) Master Planning Procedure is to
provide the RPAB with a process and standards for reviewing proposed development or improvements to park lands that have been either newly acquired by the City of Bozeman or not previously
master planned. A Master Planning Procedure will ensure that the development of newly acquired, dedicated park land that is not acquired through subdivision or site plan review is conducted
in a manner comparable to the Bozeman Municipal Code pertaining to Park and Recreation requirements for dedication of park land through subdivisions and site plan review while addressing
unique planning requirements associated with the development of newly acquired , dedicated park lands, including the long term management and maintenance requirements by the Parks and
Recreation Department.
Background
The City of Bozeman’s Municipal Code currently includes ordinances that require the dedication of park land or cash in lieu of park land for residential
subdivisions or residential developments subject to Article 19 ( the development review process) but does not have an ordinance establishing a master planning process for developing
or improving park land that is purchased or acquired by the City that is not part of a residential subdivision or residential development. Adoption of a Park Master Planning Procedure
will serve in lieu of a Park Master Plan ordinance unless otherwise directed by the City Commission.
Historically, when new park land has been purchased or acquired by the City, an
individual Park Master Plan would be developed by a landscape architect consultant and submitted to the City for approval. Individual Park Master Plans have been compiled for ten community
parks. All Park Master Plans include the following content: Existing Conditions and Needs Analysis, Aerial Maps, and Project Development Costs and Master Plan Recommendations.
In addition to Parks Master Plans, the Bozeman Parks, Recreation, Open Space and Trails (PROST) plan ( May, 2007) speaks of the need to “…establish City policies regarding parks, recreation
, open space and trails.”
Chapter 8 ( Policy Issues), Section 8.7 ( Parkland Dedication Criteria) of the PROST Plan includes a policy recommendation that states, “in addition to the
development review [process] a more reliable and nimble means of acquisition of land for parks is needed to augment the parkland dedication requirement and allow for the acquisition
of critical areas as they become available.”
Chapter 10 (Recommendations and Implementation), Section 10.2 (Parkland Development) includes the following specific implementation strategies
for parkland development:
1) Prepare individual park plans for all City parks to guide the development the City’s parkland.
2) Revise and update existing individual park master plans
as needed or proposed, following the procedure described in Section 1.8.2
Park Master Planning Process
Section 1.8.2 of the PROST plan provides a process for amending and updating existing
Park Master Plans, but does not include a process for developing Park Master Plans on new park lands that are not acquired through residential subdivisions or residential developments.
Utilizing
some of the steps required under of Section 1.8.2 (Preparation of or Amendments to Individual Park Master Plans) while incorporating additional requirements unique to the development
of new park lands, a Park Master Planning Procedure on new parks lands would be as follows :
1. Identification of New Community Park- Utilizing the existing Parks Master Planning format
(Existing Conditions and Needs Analysis, Aerial Maps, and Project Development Costs and Master Plan Recommendations) an applicant (when applicable) or staff prepares a formal submittal,
for a new Park Master Plan, and submits it to the Parks Division which schedules the item for consideration by the RPAB. If a resolution exists from City Commission approving development
of the Park within the application proceed to step two.
2. Public Outreach Plan- Before making a recommendation, the RPAB may ask the applicant to prepare and implement a public outreach
plan.
a. The RPAB, Parks and Recreation Department staff and the City’s Neighborhood Coordinator will work with the applicant to design the public outreach plan.
3. Subcommittee - The RPAB
may also decide to form a subcommittee, (RPAB Master Planning Sub-Committee) and seek additional information, and/or conduct a public meeting before making a recommendation.

4. Public Meeting
Organization- The Parks Division, in conjunction with RPAB and the applicant, would be responsible for organizing, scheduling and providing notice with assistance from the City’s Neighborhood
Coordinator for a public meeting.

5. Plan Design - Once a Public meeting is conducted, comments from the public meeting and survey are compiled by staff and advanced to a qualified contractor

i. When Appropriate, propose two park plans– one depicting
the full build out of the park and one depicting alternative cost structure(s)
6. RPAB Final Approval - Once the RPAB makes a recommendation on the proposal, the Parks Division will
schedule the proposal for consideration by the City Commission as a regular agenda item.
7. Commission Approval - After the proposal is approved or conditionally approved by the City
Commission, the applicant must submit 2 copies of the new park master plan to the Parks Division.
8. Final Resolution -The Parks Division will prepare a resolution formally adopting the new park master plan and schedule the item for City Commission’s Consent Agenda.
