BOX 640, BOZEMAN, MONTANA59771-0640 Planning Office PHONE: (406)582-2360 FAX: (406)582-2363 MEMORANDUM TO: Bozeman City Commission FROM: Jody Olsen, Associate Planner RE: AIlison Phase I Minor Subdivision DATE: 19 October 1998 During last week's City Commission work session meeting, several concerns regarding the above- referenced minor subdivision were raised. Since the work session meeting, some additional concerns have been expressed by members of the Commission. I prepared this memo to outline these concerns, and to propose some additional language that could be added to conditions to address these concerns. 1. At the work session last week, the Commission requested that I found out what time of the year water tables are generally at their highest in this area. Based on discussions with Natural Resource Conservation Service (MRCS) staff, and a review of some of their literature, I concluded that the water table in the Gallatin Valley is generally at its highest extent during the months of April and May. The Commission could specify in proposed condition 418 that the depth to groundwater monitoring be conducted during these months. 2. Some concern has been expressed that this project may disrupt the flow of groundwater to and from the nearby wetlands, which may in turn disrupt the wetland's hydrologic system. The Commission could add the following language to proposed condition 18: "Finally, the report shall evaluate the impacts this project will have on the hydrologic system(s) of nearby wetlands." 3. Some concern has also been expressed about the installation of basements due to the high ground water table in the area. The Planning Board resolution recommends condition 17 to specifically address this issue. Proposed condition 17 could follow condition 18, and read as follows: Based on the depth to groundwater evaluation required above, if the water table is found to be extremely high, the Final Plat shall contain a note with the following language: "Due to the extremely high ground water table in the area, basements are not recommended. If basements are proposed, only daylight basements may be constructed after consulting a professional engineer." If the ground water table is found to be of an average depth for the area, the Final Plat shall contain a note with the following language: "Due to relatively high ground water table within tD the area of the subdivision, it is not recommended that full basements be constructed without first consulting a professional engineer.
