Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Aimee Brunckhorst, Deputy City Clerk
Stacy Ulmen CMC, City Clerk SUBJECT: (Re)Appointments to the Recreation and Parks Advisory Board
MEETING DATE: January 27, 2014 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint [up to six applicants] to the Recreation and
Parks Advisory Board.
BACKGROUND: The Recreation and Parks Advisory Board has two at-large vacancies, two ongoing student vacancies and two members with terms that expired December 31, 2013. Four
new applications have been received and both members with expiring terms would like to
reapply. Two of the applicants qualify for either the one year student positions or the at-large
positions with December 31, 2016 term expirations.
One of the reapplying members provided clarification regarding a potential conflict of interest
issue that could come up in the future. Richard Shanahan (an architect in the community) said
that he may pursue (bidding on) park and recreation projects. If it was deemed that a conflict of
interest would be perceived at that juncture, he would then resign from the Recreation and Parks
Advisory Board. Staff does not feel that a conflict of interest is likely since the Board does not review bid submittals for the Parks and Recreation Department, but wanted to provide the
Commission with all available information.
The Recreation and Parks Advisory Board is established under Section 2.36.030 of the Bozeman
Municipal Code. It consists of up to fourteen members who serve three-year terms, except for the two students, who serve one-year terms. They shall represent as many facets of recreational
programs as possible.
A majority of the members, regardless of the Board's size, shall be residents of the City. The
Board is advisory, making recommendations to the City Commission on policy and procedural matters in the field of recreation and playgrounds as well as parkland dedications or cash-in-lieu
proposals forwarded during the planning/subdivision process.
There are two at-large vacancies, two ongoing student vacancies and two expired terms.
There are 4 new applicants and both members with expired terms are reapplying.

Please explain your relevant qualifications, interests and experiences.: I relocated to Bozeman from Chicago just over 2 years ago after spending 2 seasons working in Yellowstone National Park. Shortly after my permanent relocation to Bozeman I secured a part-time position with the
City of Bozeman Parks and Recreation Department where my responsibilities were diverse
ranging from teaching or assisting pre-school and youth activity classes to field manager for t-
ball and adult Kickball leagues. I have since left my position with the City of Bozeman Parks and Recreation department and in January 2012 started my own business in partnership with Paul Churchill, Overtime Sports Bozeman (OTS) an adult recreational sports company. The mission
of OTS is to create an environment of social interaction between young adults through sports
activities such as kickball and flag football while partnering with local business in providing a
social atmosphere thus creating a true community relationship among the people of Bozeman. After a successful inaugural year we have plans for expansion which will include dodge ball, corn hole and whiffle ball. My interest in participating on the advisory board to the City of
Bozeman is to continue building relationships within the community as I believe in serving and
giving back to the community in which I reside.

Have you ever served on a City or County Board or Commission?: no Please explain your relevant qualifications, interests and experiences.: Although I have never
served on a City Board before, I think that I would bring a great deal of energy and diversity to
the Recreation and Parks Advisory Board of Bozeman. I am a student at MSU and also an avid
enjoyer of the outdoors. I volunteer frequently in the community through ALD, an honor society, and through the Leadership Institute at MSU. I am a member of the Chi Omega sorority, the
Advocat program and the Student Alumni Association which has given me indispensable
knowledge about group decision making and organization. I am studying Cell Biology and
Neuroscience which constantly teaches the importance of exercise, and I am minoring in
Business Administration where I learn the technicalities. I have always lived somewhere near enough to see the mountains, but I have not always been so lucky as to live in them. In Colorado
I lived in the suburbs of Denver where access to the mountains was a traffic filled drive away. I
was fortunate enough to live in an area with a terrific trail system so I know the importance of
such park and trail systems in town. Spending time in these places has led me to become an avid
outdoorswoman and I absolutely love to ski, run and climb. At MSU I am in the process of starting a women's club soccer team, and year round I captain various intramural sports so I
deeply appreciate all of the parks and facilities we utilize.

Other Info: I am aware that I am not the usual candidate for a position like this, but I could bring a lot of zeal and diversity to this board from the usual member. As a younger member of the
community I am extremely invested in the future of Bozeman because I quite frankly don't have
304
any plans of leaving. I believe that my passion for the outdoors and experience in MSU
organizations makes me an asset to this community and I would be honored to be considered for
a position on the RPAB.

Please explain your relevant qualifications, interests and experiences.: I've always thought that
the biggest way to make an impact on the world is to make an impact on your community. I
believe this so much that I'm studying to become a city planner. Once I complete my undergrad and get my degree in Geographical Information Science (GIS), I'll get my masters in Planning. I want to take part in making my town, the best town to live in - for anyone, from anywhere. I'd
like to be a member of this advisory board because I believe it'd give me a great look into the
workings of local city government and all the things I have to look forward to in my future. I
want to be able to see how much input is accumulated before decisions are actually made. Growing up in San Francisco, it was easy to see citizen desires getting swept under the rug. Since I moved to Bozeman, I've noticed that there's a general desire for the wellness of everyone,
not just oneself. I'd be wonderful to further contribute to that feeling through involvement in the
RPAB.

Other Info: All I want to do is work for city government and make where I live the best possible
place. If it was possible, I'd quit school and get a job now, but I'm 100% sure I need a masters to
become an actual City Planner so I guess I've still got some years to go. How did you hear about us?: an email from MSU
