SUBJECT: Reappointments to the City Planning Board

RECOMMENDATION: Mayor Krauss may appoint up to [four reapplying members] to the City Planning Board.
If all are not appointed to Mayoral positions:
RECOMMENDED MOTION: I move to appoint [up to one reapplying member] to the Planning Board. BACKGROUND: There is currently one term vacant on the City Planning Board for a
Commission appointee. Four Mayoral appointee terms expire January 31, 2014. All four
members with terms expiring have applied for another term. A new application was added on January 24th. The Mayor will indicate which members he would like to appoint to the Commission. If any applicants remain, the Commission can then choose to appoint a remaining
applicant for the vacant Commission appointee position. If all four applicants are appointed,
there will still be one remaining vacancy.
The City Planning Board shall encourage local units of government to improve and plan for the future development of the City of Bozeman and areas adjacent to the City to the end that
highway systems be carefully planned; that new community centers grow only with adequate
highway, utility, health, educational, and recreational facilities; that the needs of agriculture,
industry, and business be recognized in future growth; and that residential areas provide healthy surroundings for family life.
The City of Bozeman Planning Board powers and duties, jurisdiction and composition are
codified in the Bozeman Municipal Code in Sections 2.05.500 through 2.05.520. The
composition is listed as follows:
Sec. 2.05.520. Composition.
A. The planning board shall consist of nine members, appointed to two-year terms to expire on
January 31, as follows:
1. One member appointed by the city commission from its own membership. The term of the appointed member shall be coextensive with the term of office to which such
member has been elected or appointed unless the commission, on its first regular
meeting of each year, appoints another to serve as its representative or unless the
appointee's commission term is terminated;
2. Three members appointed by the city commission, one of whom, at the commission's discretion, may be an employee of the city or hold public office in the city or the
county. The appointments shall be for two-year terms, with those terms to expire on
January 31 of odd-numbered years;
3. One member appointed by the mayor, upon designation by the county board of commissioners, who may be a member of the board of county commissioners or an office holder or employee of the county. This appointment shall expire on January 31 of
odd-numbered years;
4. Four citizen members appointed by the mayor, who shall be resident freeholders within
the city limits, and who shall be qualified by knowledge and experience in matters pertaining to the development of the city. These appointments shall be coterminous with the term of the mayor.
B. The city clerk shall certify the members appointed by the city commission. The certificates
shall be sent to and become a part of the records of the planning board. The mayor shall
make similar certification for the appointment of citizen members.
There is one vacancy for a Commission appointee and four Mayoral appointee term
expirations.

Please explain your relevant qualifications, interests and experiences.: A Montanan by choice, I
moved to Bozeman because of the unique cultural and social values that bind together our community. I wish to see our city grow and flourish thoughtfully, in line with the good planning
work previously done in fashioning a Comprehensive Plan and neighborhood-specific growth
plans. Beyond a passion for service and our community, my educational and experiential
background are strong qualifications for service on the City Planning Board. I possess a juris
doctor and masters degrees, with coursework in advanced land use planning, including public works and infrastructure, related items essential to a holistic understanding of city planning.
Similarly, I've applied these and related skill sets professionally as staff at organizations focused
on protecting and improving community health and resiliency, as well as on other municipal
boards. More specifically, I've served on citizen boards for the City of Bozeman previously
(WRB) where I have very much appreciated meeting and engaging other service-oriented members of our community and stakeholders in the public. Insofar as I served but the brief 4
month remainder during 2013 of a Planning Board vacancy, and in that short time enjoyed
working on the projects before the Planning Board and fellow Board members' congeniality, I
respectfully request the Commission allow me the opportunity to serve a new full-term and, in so
doing, give back to the community which I hold dear.

I have a BS in Environmental Science, and though not in the development business, I am a small time contractor, parent, and property owner who understands how integral growth and economic
opportunity are in shaping the quality of life we have in Bozeman. I have volunteered throughout
my adult life. In many instances, long enough to see “dividend benefits” come from my efforts.
Some examples include:
• The club lacrosse team I founded in college is now an NCAA team, and subsequent players on that team went on to start a local high school team. That HS team has engaged
hundreds of rural kids in productive recreation since inception.
• In Bozeman, I voluntarily refereed several seasons for the fledgling lacrosse club. There are now 250 kids playing in Gallatin Valley.
• I led the Pinhead Classic Telemark Festival for years, securing nearly 100K in
sponsorship and generating over 15K for the GNF Avalanche Center. The festival is
under new leadership and going into its 33rd year.
• I have solicited nearly 30K worth of support so that kids living in the Big Sky Youth Center or in the Youth Dynamics mentoring program have been able to ski (and rent and
get lessons) for free at Bridger Bowl for the last five seasons.
• My wife and I put on the Big Sky State Games Biathlon for five summers. Two neophyte participants embraced it, formed a club, and are now spearheading an effort to raise private funds so that the range at Bohart Ranch can be rebuilt.

Other Info: Since my appointment, I have attended every education and information session offered, driven to the site of every proposal that has come before the body, and missed just a few meetings. During my entire tenure, there has always been at least one vacancy on the board, and
sometimes as many as three. I would very much like to continue building on what I have
learned, so that I can become more effective in serving our community. I hope you will give me

Professionally with the City of Bozeman for over a decade. Some of my work includes several
city beautification projects working the North Seventh Urban Renewal Board including the U-
Haul cleanup project. I am professionally trained in Urban Design and Master Plan development.
I recently ran for City Commission and this experience has shown me what is important to our community. I am the Owner of FOCUS Architects in Bozeman and I was born at the old
Deaconess Hospital in Bozeman in 1976.
