HomeMy WebLinkAbout11-21-2013 Trails, Open Space and Parks (TOP) Committee Minutes MINUTES OF THE TRAILS, OPEN SPACE AND PARKS COMMITTEE MEETING, NOVEMBER 21, 2013 COMMITTEE MEMBERS PRESENT: Don Beeman Sandy Dodge Doug Chandler Bob Hawks, Chair Cyndy Andrus, Commission Liaison COMMITTEE MEMBERS ABSENT: Tom Starner CITY STAFF PRESENT: Mitch Overton, Parks & Recreation Director Doreen Olean, Recording Secretary A. Meeting called to order at 9:09 a.m. by Chairperson, Bob Hawks. B. Approval of Minutes of November 7, 2013 meeting—Committee member Dodge motioned to accept the minutes as written. Committee member Beeman seconded. Motion passed unanimously. C. Changes to the Agenda—none. D. Public Comment—none. E. Disclosures—none. F. Informal Report: i. Sports Park Committee—01:57 Allen May, Paul Rubright, and Chris Naumann gave an informal presentation on their efforts to secure a sports park for the City of Bozeman. Limited amount of space in the city for field play sports, especially soccer and lacrosse. Bronken Fields were built to support a soccer community of 300 people. There are now 3000 that play organized soccer in various leagues. Projected players for spring lacrosse league is 300 players. Leagues are driven by tournaments around the country and Bozeman does not have the capacity to support a tournament. Tournaments are an economic driver for the city and generate about a million dollars of economic benefit. Site selection process has been focused on 50 acres and up. Would like to have a capacity of 10 to 12 fields to accommodate both soccer and lacrosse. There will be infrastructure requirements for the complex. Group is looking at a site that will provide for the future growth of the community. Have 80 acres bordered by Baxter, Flanders, Oak & Cottonwood under contract. Are in the process of developing a development plan for that parcel. Hoping to present proposal after 15Y of year to TOP Committee. Will have safe routes to school and trails on the property. G. Action Items: H. Discussion L City Commission Presentation of the Bozeman Pond Park Expansion on December 2, 2013. —53:42 ➢ Memo & Resolution are due November 26, 2013 for the Commission Meeting ➢ Staff will conduct overall presentation to City Commission ➢ Committee is present to answer questions ➢ Applicant is in attendance to present proposal and answer questions ➢ Include meeting minutes that include voting on Community Benefits & Prevailing Characteristics Matrices in Commissioner's packet ➢ Director Overton and Kelly Pohl, GVLT will be meeting with City Engineer, Hixson and Chris Saunders to discuss infrastructure regarding the Bozeman Ponds Park Expansion project. Committee member Chandler moved to represent the TOP Committee at the infrastructure meetings. Committee member Dodge seconded. Motion passed unanimously. ii. Confirmation of next meeting on December 5, 2013 ➢ Tentatively scheduled at this time if needed. I. FYI—1:30:27 ➢ Committee member Chandler stated that he had met with Gary Weiner regarding the Bozeman Creek Enhancement project. Permitting is about one- half the design cost. Permitting costs would be essentially the same for the extension of the project or the original proposed project. Committee member Chandler will make a recommendation that the Commission offer the extra Page 2 of 3 MINUTES OF THE TRAILS, OPEN SPACE AND PARKS COMMITTEE MEETING, NOVEMBER 21, 2013 $190,000 and encourage the applicant to seek extra money to extend the project to Story Street. The project will receive the extra $190,000 if all of the grant requests are not funded or if all are funded the extra $190,000 will be used to extend the project. Chairperson, Hawks requested that Committee member Chandler mention in his report to the Commission a comment regarding creating a public notice requirement for that section of the neighborhood that would be affected by the project extension. ➢ 1:38:51—Director Overton updated the Committee that he had heard from the Project Manager for the Trail to the "M" stating that he will be in town on December 4th and is looking to do a scoping tour of the project between 9:30 a.m. and 12:30 p.m. He will be bringing a project engineer with him. ➢ 1:42:00—Director Overton reported that Jeff Graff, newly hired TOP Program Manager, will begin work on December 30th. He is moving from the New York area. There will be some transition time. TOP will be his major focus. J. 1:50:53—Committee member Dodge motioned to adjourn the meeting at 10:58 a.m. Committee member Chandler seconded. Motion passed unanimously.
