Commission Memorandum
REPORT TO: Honorable Mayor and City Commission
FROM: Anna Rosenberry, Administrative Services Director
SUBJECT: Authorize City Manager to sign Grant Agreement with Gallatin Ice
Foundation and Bozeman Amateur Hockey Association to support
construction of an Ice Facility at the Gallatin County Fairgrounds.
AGENDA ITEM TYPE: Consent
MEETING DATE: January 13, 2014
RECOMMENDATION: Authorize City Manager to sign Grant Agreement with Gallatin Ice
Foundation and Bozeman Amateur Hockey Association to support construction of an Ice Facility
at the Gallatin County Fairgrounds.
BACKGROUND: In October 2006, the Commission approved the Gallatin Ice Foundation’s
request for $300,000 from the Development Impacts Fund (Big Box Fund.) The award was
granted as: $125,000 to improve the existing Haynes Ice Pavilion at the Fairgrounds, and
$175,000 for the future construction of an additional Ice Facility adjacent to Haynes. The money
was to be matched dollar-for-dollar by local funds or pledges raised by the Foundation. Both
projects anticipated providing increased commercial opportunities city-wide; being a magnet for
increased commerce, development and investment in the general vicinity of the Fairgrounds.
The City made the $125,000 payment for the improvements to the Haynes Pavilion in 2007. The
Foundation is now ready to begin construction of the second ice facility, and has requested to
receive the $175,000 grant. They have accumulated more than the one-to-one match required
(fundraising over $1 Million), with the largest amount through a loan secured by Gallatin
8
County.
The attached agreement will release $175,000 to the Foundation for construction of the Facility
and seeks to clarify that the City has no further responsibility for operations, maintenance, or
insurance of the Facility.
UNRESOLVED ISSUES: None.
ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: The Development Impacts Fund (Big Box Fund) will decrease by
$175,000. A fund balance will remain, mostly allocated to previously approved North 7th
Corridor Tax Increment District projects.
