SUBJECT: Appointment to the Impact Fee Advisory Committee

RECOMMENDED MOTION: I move to reappoint James Nickelson to the Impact Fee
Advisory Committee.
BACKGROUND: Three terms on this Committee expired December 31, 2013. One member
has reapplied. Two ongoing vacancies remain on the Committee.
The Impact Fee Advisory Committee, established under 7-6-1604, MCA, shall consist of nine
members to be appointed by the City Commission. The members shall be
the City Engineer;
the City Finance Director; a certified public accountant who shall hold no other public office or employment;
1 builder;
1 land developer;
2 citizens of Bozeman not employed in the development industry; and
2 other members as selected by the City Commission.
A majority of members must be residents of the City of Bozeman. Appointments are made for
two years. The Committee will act in an advisory capacity to the City Commission.
This board currently has two ongoing vacancies, three expired terms and one reapplying
member.

Please explain your relevant qualifications, interests and experiences.: I have a background and an interest in local government infrastructure and funding mechanisms for infrastructure. I view serving on the committee as an opportunity to assist the city in making appropriate decisions
regarding impact fee policies and impact fee fund expenditures. I have over 20 years of
experience with street, water and wastewater engineering.
