HomeMy WebLinkAboutAppointment to the Downtown Business Improvement District Board Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Brunckhorst, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Appointment to the Downtown Business Improvement District Board (BID) MEETING DATE: January 13, 2014 MEETING TYPE: Action RECOMMENDED MOTION: I move to appoint Dylan Clarkson to the Downtown Business Improvement District Board. BACKGROUND: This board has one vacancy and one new applicant. The BID Board has recommended the appointment of Mr. Clarkson. Please see the attached letter for details regarding their recommendation. Montana Code stipulates that BID Board members be owners of property within the district. In the past, several applicants were appointed to the board as "property owner representatives" because their property title named a corporation as the owner rather than the individual. For many years the City Commission has honored this precedent by appointing property owner representatives to the BID Board. The BID was originally created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, in May of 2000. In June of 2010, the BID was extended/recreated by Resolution No. 4263 for an additional ten years. The board shall be comprised of not less than five, nor more than seven, owners of property within the district. Members are appointed for staggered four-year terms. The BID currently has one vacancy and one new applicant. New Applicant: Dylan Clarkson ALTERNATIVES: As suggested by the City Commission. My residency and employment history have helped me better understand the vital role a thriving Downtown will make for a community. I have also worked with Chris N. on various projects and that has helped me understand the role of the Board of the BID. Serving on this Board is one way I can help contribute to Downtown Bozeman. Mr. Clarkson is the Branch Manager at American Bank’s downtown location at 501 East Main Street. The current vacancy exists due to the resignation of Steve Stinson of Wells Fargo Bank. The board has found it advantageous to have a member from the financial sector. BACKGROUND: As required by Montana Code, the Downtown Business Improvement District (BID) Board shall be comprised of not less than five, nor more than seven, owners of property within the district. EFFECTS: The appointment of Mr. Clarkson will fill the only vacant seat on this seven person board.
