A JOINT RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,

MONTANA, AND THE BOARD OF COUNTY COMMISSIONERS OF GALLATIN COUNTY
DECLARING IT TO BE TIlE INTENTION OF TI1E RESPECTIVE COMMISSIONS TO
INSURE ELECTED REPRESENTATION FROM THE CITY OF BOZEMAN AND COUNTY
OF GALLATIN BE INCLUDED AMONG THE MEMBERSHIP OF THE BOZEMAN CITY-
COUNTY PLANNING BOARD AND FURTHER DECLARING THE INTENTION OF TI1E
I RESPECTIVE COMMISSIONS TO ESTABLISH AN EXECUTIVE PLANNING COMM-
ITTEE WITH DUTIES AS ANNOUNCED HEREIN BUT GENERALLY TO INCLUDE
SUPERVISION OF ALL PLANNING FUNCTIONS WITHIN THE CITY OF BOZEMAN
AND COUNTY OF GALLATIN '~ITH TIlE MEMBERSHIP OF SAID COMMITTEE CON-
SISTING OF NOT LESS TIIAN 60% ELECTED AND POLICY SETTING OFFICIALS
OF THE RESPECTIVE CITY AND COUNTY GOVERNMENTS PARTICIPATING IN THE
PLANNING FUNCTIONS AND PROCESSES.

WHEREAS, The City of Bozeman, Montana, and the County of Gallatin, Montana, have established a
BOZEMAN CITY-COUNTY PLANNING BOARD pursuant to Title 11, Chapter 38 Revised Codes of Montana as of
14 September 1957, and have continued to sustain said Planning Board since that date, and
WHEREAS, The City of Bozeman and County of Gallatin are desirous of continuing the Planning
Processes in a proficient manner and on a high plane to enhance the orderly gro~th and development
of the City and County, and,
WHEREAS, Current doctrine of the Department of Housing and Urban Development of the Federal
Government specifies that their shall be an EXECUTIVE PLANNING COMMITTEE vested ~ith certain respon-
sibilities and po~ers to authorize, fund, and adopt ~ork programs of planning projects in order to
assure proper participation in and jurisdiction of planning efforts by the elected governing bodies
~ithin Area Planning Organizations, and
WHEREAS, substantial revisions to Title 11 Chapter 38, R.C.M., have been enacted by the Legis-
lature of the State of Montana and signed into la~ by the Governor ~ith effective date of 1 July 1971,
~hich ~ill allo~ restructuring of the planning organizations ~ithin the County of Gallatin and the
City of Bozeman.
I THEREFORE BE IT RESOLVED JOINTLY BY TIlE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, AND
THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF GALLATIN, that it is the intention of these
govern-
ing bodies to restructure the Planning Organizations within their respective areas of jurisdiction
to effect County Wide Planning with participation by Incorporated Cities and Towns and appropriate
representation within the Planning Organizations from each of the respective governing bodies.
Said
restructuring to be accomplished at the earliest practical date after 1 July 1971.
BE IT FURTI{ER RESOLVED, that it is the intention of the City of Bozeman, and the County of Gallatin
to establish an Executive Planning Committee, composed of representatives from the Area Planning
Organizations and the Governing Bodies of Gallatin County and each of the Incorporated Cities and
Towns which elect to be included in the areas of planning jurisdiction and be represented upon the
duly constituted Planning Board(s). That the duties and responsibilities of the Executive Planning
Committee shall be:
(1) To authorize and direct the Planning Organizatiore to undertake Planning Projects of
a comprehensive nature to include but not limited to Land Use Planning; Housing
Studies; Flood Plain Studies; Drainage, Water and Sanitary Sewer Utility Studies;
Park, Recreation and Open Space Studies; Circulation and Transportation Studies; and
recommendations for the implementation of land use controls in accordance with
Current Statutes of the State of Montana and Housing, Building, Plumbing, Ele-
ctrical, Fire and related codes as may be suggested by the implementation of plans
developed.
(2) Agree upon and provide for the method of financing the efforts and functions of the
Area Planning Organizations in accordance with the Statutes of the State of Montana
and the Federal Government.
(3) To adopt and/or approve the Work Programs of the respective Area Planning Organiza-
I tions and authorize the Programs to be undertaken.
