I. Call to order, 7:30 a.m.
Ben L called the meeting to order at 7:30 a.m.
II. Approval of October 2013 minutes
Chris motioned to approve the November 2013 minutes. Dennis seconded the motion and
the motion was carried unanimously.
III. Public Comment — State name and address. Please limit comments to 3
minutes.
Tina Buckingham who lives at 719 S 71" Ave conveyed to the Parking Commission her
frustration with the increase in the parking fine in the MSU Residential district increasing to
$60.00. First of all, she does not agree that she should have to pay for a parking permit to park in
front of her own home. And her family and friends have had to pay numerous tickets over the
years when they have visited her. Now the fines are increasing which will be an even bigger
frustration and deterrent from having visitors.
Andy Holloran who is representing the developer of Block G received a draft lease agreement
for parking permits for the parking garage. He is asking that the City Attorney review it and
hopes to come to a better resolution on a few of the items. He would like the lease agreement to
stay with the property. He says the indemnification of the City Commission was too broad—to
far reaching.
The Commission agreed to ask Greg Sullivan to review it and address the concerns that were
mentioned.
Cory Lawrence who has already signed a similar lease agreement, asked that the Commission
insure there is parity between the two agreements.

V. Manager's Report (info)— Including finance report
Scott presented the finance report to the BPC. He pointed out that the budget now reflects the
revenue transferred in to cover the software upgrade.
Scott reviewed the Average Daily Revenue and Average Daily Entry graphs. Both are still
trending above last year's figures for the same time period.
The CIP (Capital Improvement Plan) was reviewed.
Scott reminded the group that new parking rates will have a 2"d reading before the City
Commission on December 16, 2013. If passed, the new rates will go into effect on January 16`h
Street maintenance tickets were the only increase not approved by the Commission due to the
problems with current process that they felt should be addressed first. Scott plans to meet with
the Street Dept to make some improvements to the process in the future.
A discussion ensued about how the new rates would/should be rolled out to the public. It was
agreed that a small notice/flyer would be provided with each ticket issued in the month of
January to indicate the new ordinance number and adoption date to give violators the information
prior to and after the increase takes effect. For No City Permit, it would show the current rate of
$20 but state the potential fine amount of$60 effective on January 16, 2014.
Scott reported on the parking garage mapping update. The Executive Committee met with Chris
K. & Chuck W to discuss the mapping of all the cracks in the garage. Mark Aden, the Engineer
of record from Spokane, was asked to participate in the process. Mark has indicated that anyone
can do the actual mapping and photographing—it did not have to be an engineer. He could
provide Scott with a gauge and they should take a lot of pictures. He could then put the
information into CAD for them. The process will take some time. Scott indicated he could use
his parking staff to assist him or they could contract with a temp or intern to help.
Chris asked that Scott set up a system of steps for reviewing and recording the information to
insure it was all done consistently. It was suggested that Mark assist with review steps and then
sign off on the plan once it is completed to add more credibility.
Scott will plan to start the mapping in January to have it completed by the end of February as this
is the best time to map the cracks when the weather is at its coldest.
VI. Parking Garage leases — (Info)
Cory Lawrence gave a brief update on the status of the Etha Hotel project. The plan review were
outsourced to a San Diego firm. He is expecting the building permit to be issued as soon as the
plans are received back to the City of Bozeman—any day! The lease agreement is done for the
parking garage. The Armory lot agreement is in their attorney's hands and they are not going to
execute it until they are ready to proceed.
A discussion was held regarding the leasing of the basement for the next year. There have been
a few complaints that we are not leasing the spaces in the basement, yet the Etha's agreement
will not begin for at least another year to 15 months. It was agreed that we should continue to
lease the basement to new customers, but with the written acknowledgement that in a year they
may get bumped upstairs.
Cory stated that the UDC requires them to begin the lease prior to the City issuing the certificate
of occupancy. He expects this to be about 12-15 months after breaking ground.

Scott noted that he had received a signed lease agreement for 19 spaces for the Imperial Inn
development group.
The Parking Commission is still working on the policy for the Commission to adopt for how
many leases the garage will sell in total.
VII. 2014 Parking Garage Holidays (Action)
The parking holidays for 2014 were presented. These include the 10 federal holidays, Christmas
Eve and Small Business Saturday. Chris made a motion to approve these 12 holidays in
perpetuity. Dennis seconded the motion and it was approved unanimously.
VIII. 2014 — Election of Officers—January 2014 (info)
Ryan Olson was formally asked to become Chair for the next two years. Chris will continue as
Vice-Chair. Ben Lloyd will cycle down to Executive Committee-replacing Pam as past
president.
Ryan agreed to begin as Chair after the election in January.
X. New business
A discussion ensued about the"green"no parking signs posted on main street and in the Black
lot that no one seemed to be aware of prior to posting. This was done by a film crew who was in
town to film a commercial. They have done a commercial in Bozeman for a number of years;
however in the past it was done on a Sunday morning and was not very disruptive. The
permitting process currently is very simple and there was no communication between the city
departments about what the plans for this commercial were. The city has scheduled a meeting to
re-vamp the process to ensure this disruption without communication to all city departments and
business owners does not happen in the future.
