Regarding: Norton East Subdivision Phase IIB waiver request
Dear Tracy:
Based on discussions with Brian Krueger in the City Planning Department, we are requesting
support for a waiver to portions of the Work Force Housing requirements for the Norton East
Ranch Subdivision, which was given preliminary plat approval on January 22, 2008. In that
approval, nine narrower (33-feet wide vs 50-feet) than typical lots were approved to help
address Work Force Housing requirements. Since then, the project owner, Kevin Spencer, has
found a suitable house design and market for these small lots and wishes to submit an
additional final plat phase that would create 18 more lots of the same size. The 2008 approval
included a set of smaller lots that were slated for "townhouse" construction, but that type of
housing is difficult for first home buyers to finance and the owner would like have 18 of these
platted as independent lots, like the first 9 Work Force Housing units.
What the owner is requesting is your support to file another final plat, within the original Norton
East Ranch subdivision boundary, that would create 18 more of these independent, narrower,
Work Force Housing lots. In addition, the owner is requesting a waiver to the income and price
restrictions normally applied to Work Force Housing, as was originally stated in Section 10 of
the UDC. The owner would be interested in discussing the price and income restriction waiver
request.
Attached is a draft final plat showing the location of the additional 18 Work Force Housing lots
proposed by Mr. Spencer.
