ITEM 1. CALL TO ORDER AND ATTENDANCE
Chair Bob Lashaway called the meeting to order
at 10:00 a.m. on July 24, 2013 in the City Commission Room, City Hall, 121 North Rouse Avenue, Bozeman, MT and directed members to introduce themselves.

ITEM 2. PUBLIC COMMENT
{Public comment limited to any public matter within the jurisdiction of the Bozeman Area Transportation Coordinating Committee not
on this agenda with a three-minute time limit per speaker.}
Chair Bob Lashaway opened public comment.
James Goehrung, Bozeman Facilities Superintendent and Americans with Disabilities Act Coordinator, Public CommentMr. Goehrung provided information
and background regarding plans to update the Americans with Disabilities Act Transition Plan. He explained the plan was last completed in the 1990’s. This Friday will be the 23rd anniversary
of the act. This plan will look at city facilities and city activities to ensure accessibility. He provided further details about past and present city efforts towards accessibility.
Mr. Goehrung spoke regarding an ADA advisory council, for which he is currently seeking applicants. He said the state has just completed their transition plan for the Department of Transportation.R
ob Bukvich asked about the relationship between Streamline and their bus stop locations and ADA.
James GoehrungMr. Goehrung said the City Attorney has asked about some of the stops
Streamline has and Mr. Goehrung is checking with Streamline to see what if anything we need to do to get those updated. The relationship is mainly informational at this point. Streamline
would likely do their own work to bring up standards.
ITEM 3. MINUTES OF APRIL, 2013.
Motion and Vote to approve the minutes of April, 2013.
It was moved by Rob Bukvich, seconded by
Chris Scott, to approve the minutes of April, 2013.
Ralph Zimmer spoke regarding having designated John VanDelinder as his proxy at the last meeting and asked that the minutes reflect
that proxy designation.
Another correction was added that Dave Fowler was no longer the interim road superintendent at the time of the last minutes.
Craig Woolard should be listed as
a member instead of staff/guest.
The Motion to approve the April, 2013 minutes passed unanimously with the noted corrections.
ITEM 4. TCC COMMITTEE/MEMBER REPORTS
Transit Committee
Report
None.
Gallatin County (Commission/Planning Board)
Randy Visser reported that development applications in the County have picked up.
City of Bozeman (Commission/Planning Board)
Trever McSpadden reported that development applications
have picked up quite a bit recently.
Bike Advisory Board
Bill Cochran said that work continues on the sharrows throughout town for which he thanked John VanDelinder and Craig Woolard
for their diligence with that program. He said they have received a lot of (mostly) positive feedback including letters to the editor. Mr. Cochran also reported that the city also received
a 2.8 million dollar grant to build a trail along Bridger Canyon Road to the M. That was the result of a coalition of cyclists, GVLT, Western Transportation Institute, the city of Bozeman,
MDT and a number of other people. The entire project will cost 3.3 million so the city will need to come up with a match. Mr. Cochran speculated that should be possible through the Trails,
Open Space and Parks Bond funds. Going forward they continue to work on striping for bike lanes and 23rd is in process.
Pedestrian and Traffic Safety Committee
Ralph Zimmer said the
Pedestrian and Traffic Safety Committee also played a role in the coalition that helped secure the grant that Mr. Cochran had just mentioned. He then spoke regarding discussing the status
and implementation of the Bozeman Area Transportation Safety Plan and will continue that discussion at each Committee meeting. At their last meeting they began looking at pedestrian
transportation components for the plans under development in Spring Creek Village Lot 4. This will continue at their August meeting.
Montana Department of Transportation
Jeff Ebert
referred to the Federal Highway Administration, Federal Lands Access Program (FLAP). The department in conjunction with MACO and the Federal Highways Program out of Vancouver, Washington
administered the FLAP program for Montana and asked for nominations statewide. They were able to get money for the above mentioned trail and money for reconstruction of a secondary highway
in Anaconda.
Carol Strizich introduced Katie Potts, a new Planner assigned to the Butte District and explained Katie will be her TCC proxy fairly regularly. She mentioned the Bozeman
Urban Balance is at approximately $3 million. The College project however is moving forward in 2014 and at that point, the balance will revert to a negative balance of 3 million dollars.
She believes the city has plans to use local funds to make up the shortfall in lieu of borrowing from the urban program. They will be working out those details.
Carol Strizich also mentioned the current CTEP balance for Bozeman is just over $400,000. They would like to encourage the obligation of those funds as they will lapse in 2014 if not
used.
Ms. Strizich also explained that Map 21 changed the CTEP program, combining it with what was the Recreational Trails, Safe Routes to School and is now called the Transportation
Alternatives Program. It is now a statewide competitive process where the CTEP was an allocation per program area. That program and its guidelines and application are online, closing
in early September.

ITEM 5. OLD BUSINESSRick Hixson said the Bozeman Community Transportation Safety
Plan has been finished. He has 25 hard copies of the plan. They had a lot of participation. The implementation phase of the program can now begin. That will mainly take place with the
help of identified stakeholders in the three emphasis areas - distracted driving, seatbelt use and bicycle and pedestrian safety. Responding to a question, Mr. Hixson said the plan could
be adopted by the City Commission.

ITEM 7. PROJECT UPDATES
MSU Projects Updates
Bob Lashaway announced they have Harrison Street between 8th and 11th
under construction and expect to be completed about the 15th of August. They have had temporary one day street closures to get under Kagy and 11th for the irrigation line. That was completed
in June.
CTEP Projects (Transportation Alternatives)
Rick Hixson said these are in process and they plan to get those under construction as soon as possible. There will not be a problem
getting these projects under way prior to next year.
Intersection Improvement Projects
Dustin Rouse said the following projects could be included under the intersection improvement projects sub-categories on the agenda.
19th and Goldstein - proposed south bound left turn
lane
½ mile to the South:
19th and Patterson - proposed right turn bay
Sanderson Stewart is the consultant on this project and this is progressing with construction likely to take place
in 2015.
Cottonwood and Stucky - nominated based on a prior recommendation from the TCC. The project calls for reconstruction of the intersection in the future. In the interim, as a
safety project, they are nominating this for installation of a four way flasher. The flasher project will likely happen in 2014 at the latest.
North Rouse Avenue
Rob Bukvich said
they are currently obtaining right of way on the entire length of the project with construction of Oak Street to Story Mill planned in 2016.Jeff Ebert said there is an upcoming meeting
with the city to discuss flood plain issues with both projects in about two weeks.
I-90 Improvements
Dustin Rouse said the mill and fill from Three Forks to Manhattan continues. The
ramps at Amsterdam have been chip sealed and are complete. The North 7th interchange traffic will have the wider three lane structure available for the fall.
F. I-90 / East Belgrade
Interchange ReportJeff Ebert said they were able to acquire all the right of way and all the utilities are either contracted or being moved. They had a bid opening July 11th with five
bidders. Knife River was the apparent low bidder with a bid of roughly $16 million, roughly $3 million below the engineers estimate. The County hopefully gave approval yesterday. A notice
to proceed is likely to be issued at the beginning of September. A ground breaking may be scheduled. The contractor will be working in the gravel pit area first and the shoe fly constructed
as part of the railroad bridge that will be installed this fall. This will be at least a two year project, with chip seal and pave markings likely to happen the third year. The final
dollar amount was significantly less than the estimate. The County has asked that this new roadway be named Airway Boulevard Interchange.

H. Jackrabbit Lane Improvements
Jeff Ebert said 4 Corners North was recently chip sealed with the pavement complete for the 3 mile extension. They are working on Belgrade
South that will have right of way activity this summer with construction scheduled for 2015.
I. College Street - 19th to Main
Dustin Rouse said design is near complete and they are
moving into right of way and utility relocation of this project.
J. North Seventh Avenue Overpass

L. Other
Craig
Woolard, Public Works Director spoke regarding the new public outreach campaign the city has recently undertaken regarding street closures and traffic alterations. The closures can be
seen at BozemanStreetReport.com and also on Facebook, Twitter and radio spots. He thanked everyone for their participation as they are including all the projects happening in the city
whether a city project or not. This outreach effort seems to be going well. Carol Strizich spoke with an update regarding the Bozeman Urban Area Boundary saying the Transportation
Commission meets Thursday to approve all the boundaries and then the Federal Highway Administration makes final approval. Once complete, she will bring copies that will reflect the boundaries
and the revised urban route system.
Dave Fowler said the east bound I-90 Belgrade right turn lane into Belgrade that comes onto Amsterdam that the state highway finished has been working
very well and is a great improvement. People in that area are very appreciative and are impressed with the speed with which it was completed. He also thanked them for the work done on
Jackrabbit in front of the County shop.
Main Street 19th to Grand Jeff Ebert said this will be a major construction project with rehabilitation of the existing roadway. This is on schedule for letting in September with construction
likely happening next summer.
