Box 1230 • Bozeman, MT 59771 Minutes of September 12, 2013 Meeting Bozeman Recreation & Parks Advisory Board BOARD MEMBERS PRESENT: David Cook, Chairperson Sandy Dodge Alan Engelbart Bob Wade Matthew Parsons Richard Shanahan John Soderberg Beth Thorsen Steve Roderick Salal Huber McGee Lee Poole Carson Taylor, Commission Liaison CITY STAFF PRESENT: Mitch Overton, Director of Parks& Recreation Thom White, Parks&Cemetery Supt. Meeting called to order by Chairman Cook at 7:10 pm. Minutes of July 11, 2013 were approved. Mr. Cook introduced the new Board Member Stephanie Gray, Aimee Brunckhorst presented a training session of the City of Bozeman Ethics requirements guidelines. These guidelines are to be adhered to by all board members. The ethics guidelines basically require board members to use good common sense and not get into any situation that can be construed as a conflict of interest. The next meeting both Mitch and Chairman Cook will not be present. The meeting will be conducted by Bob Wade. Meeting date will be 10/10/2013 at the regular place. Maddy Pope has offered to conduct walking tour of the Story Mill Park area on 9/18/13 at 4:00 pm. All members that wish to partake are encouraged to do so. Dave Cook will issue directions on where to meet. (The tour was cancelled due to weather and rescheduled for 9/25/13. David will again issue instructions on where to meet.) Sandy Dodge gave the TOP report: The board meets every other week on Thursdays 9:00 am. The board is very proactive in looking for good land for parks. There is information and applications are on bozeman.net. - The City Commission has approved the TOP 5 member board and the methodology of the application system. - Applications may be applied for on line. - Present your recommended park land area. - It will be reviewed by TOP board and judge the merit of the application. - If approved it will be forwarded to the City Commission for the approval or denial. A FWP to also secure the ponds. Mitch Overton will secure the lease of the ponds and then possible discussions of purchase of the ponds. During the next Recreation and Parks Meeting Rob Pertzborn & Garry Weiner will give a Master Plan for Bogert Park. 1 Bozeman Recreation & Parks Advisory Board P.O. Box 1230 • Bozeman, MT 59771 A- Homes at Bridger Peaks Estates Subdivision- 1.9 acre 10 units directly across from the new Meadowlark School. Want to do Cash in lieu of .03-acre park requirement. Committee recommended approval. B— South Bridge Phase 3—Old meadow Park Subdivision on North 19`h a total of 33 units. The green space is OK and acts as a buffer. Don't want kids playing in a near North 191h avenue. C — South Tracy Condos—Old Langhor green house 3 acres. Detached Condos. Put in linear park to expand Gallagator Trail. We like the solution Chairman Cook gave a report on Oak Springs Parks: - Already an established City Park. A small section has been developed. - Oak Springs HOA &the School of Architecture class will develop a 7 acre concept plan - How can we fund this? o Cash in lieu of park area must be spent on parks. o Grant funding. - This presents a great opportunity to develop a real nice community park on Ferguson. Recreation and Parks will help develop this into a great park. - Mitch feels this is a great opportunity to turn something bad into an incredible project. - All cash in lieu expenditures must be approved by the City Commission. AQUATICS UPDATE AND DISCUSSION: Must pick a site and what kind of aquatics center to build. Three possible sites: 1. Rose Park—the park behind REI and Home Depot. 2. MDOT site— East of Fairgrounds. 8.29 acres. 3. YMCA & City Officials —The YMCA would like to partner with the city at the regions park witch the "Y" owns. Teaming with the "Y" is complicated. There is concern with possible infrastructure cost for the sites. The earliest the Aquatic Center would be put on a ballot for the public to vote would be the fall of 2014. The City must pick a site for the Aquatics Center and give directions to architecture and engineering firm for the Aquatic Center design. The city commissioners all have a different opinion of what the aquatic facility should be. -The site for an aquatic center requires about 2.5 to 5 acres for the facility and parking. Partnering with the "Y" needs to answer the question of who is going to build Vaquero Drive. The county wants to have Williams (the developer) put up the money. Lee Pool suggested that the Park board pick a site and recommend it to the City Commission. Give the data to a private entity to define the needs and develop a budget. John Soderberg is a member of the "Y" Board. The "Y" board must make some hard decisions. - Must we build a pool and how do we provide operating cost. - Pool must be inviting to the public and are very expense to operate but must be sustainable. - The "Y" studies show that they feel the "Y" can be built for $2.5 million. - How can the "Y" and the City work together of benefit the city of Bozeman and the "Y". A summary of the aquatics discussion is as follows: - The Recreation and Park Board have done research and submitted plans and estimated budgets. 2 Bozeman Recreation &Parks Advisory Board J ! Dan Macarthy is a great source for the needs assessment. - Need to make recommendation in October. Site selection should be made based on site evaluation. - The recreation and Park board should do what we can do and not do what we can't do. Park Funding - Salal Huber-McGee informed the R&P Board that we are allowed to raise money for parks Parks and Recreation Report Mitch Overton & T White - East Gallatin Recreation Area—Construction is looking good with the sunrise rotary. City will staff the East Gallatin recreation area. Bogert Pool —Sand blasting the pool surface. Working on the boiler to correct the issues. Have repaired the sill drainage system. - New programs in the fall: o Partner with the "Ridge" for fitness activity outside. o Partner with BAHA—youth skating and curling. - New Lindley restrooms are nearly complete - Kirk park skate park renovation. - Bogert Park—Complaints about parks. o Complaints to Commission that Bogert park is over booked with programs. o Loud music—at some functions. - Mitch and staff will develop Capital Improvements for FY 2015 thru FY 2019. - September 23, 2013 the commissioner with bus tour to view the issues with boom development and parks. The tour is open to the public. Carson Taylor—City Commissioner report There is a lot of Recreation and Parks activity on the agenda. The Board needs to stay steady. 10:00 pm meeting adjourned.
