SUBJECT: Appointment to the Bozeman Historic Preservation Advisory
Board MEETING DATE: December 9, 2013

RECOMMENDED MOTION: I move to appoint Matthew Kennedy to the Bozeman Historic Preservation Advisory Board. BACKGROUND: There are three historic district, one at-large and one professional
representative position vacancies on the Historic Preservation Advisory Board with one new
applicant who qualifies for the at-large position. The Bozeman Historic Preservation Advisory Board was created under Chapter 2.80 of the
Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic
preservation program designed to promote the preservation of historic and prehistoric sites,
structures, objects, buildings, and historic districts by addressing historic preservation issues at the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program includes identification, evaluation, and protection
of historic resources within the city (Ordinance No. 1180, Section 2, 1985).
The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the City Commission, Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance
No. 1180, Section 3, 1985).
Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen members:
(1) Three or four professional members with professional expertise in the disciplines of history,
planning, archaeology, architecture, architecture history, historic archaeology, or other history
preservation-related disciplines, such as cultural geography or cultural anthropology, provided, however, that at least one member shall be an architect holding Montana or NCARB registration;

(2) Two to four members from historic districts;
(3) One member from the Main Street commercial district, who "shall operate a business or own
property in the neighborhood described as Main Street";
(4) Four to six at-large representatives.
Residence within the City shall not be a prerequisite for professional members or at-large
representatives. This board is considered advisory, although it is generally responsible for
overseeing the operation of the Historic Preservation Office.
This board currently has five vacancies and one new applicant. New Applicant:

of community service, particularly through my experience in achieving the rank of Eagle Scout.
Living in Bozeman the last three years, I've been without an outlet for my desire to serve the
community that's given me so much. Serving on this board is an ideal service for me, given my background and interests. I'm currently an Anthropology student at MSU. I've completed
significant coursework covering both historic and prehistoric times in Montana. Although my
research focuses are in cultural anthropology, archaeology and history are important to me. My
current residence is at the corner of 6th and Harrison streets, putting me only a block away from
both the Bon Ton and Cooper Park Historic Districts. While jogging, I’ve frequently stopped to take in the historic signs posted throughout Bozeman. I’ve always enjoyed learning about the
history of this city, and given that interest, feel I would put significant effort into learning more.
Lastly, through my experience as a writer & editor for the MSU Exponent, and as an intern for a
documentary organization, I feel I am well equipped to approach tasks of presentation and
communication. I am dedicated to the idea that knowledge is useless if it can’t be communicated, and therefore take great joy in being an effective communicator. For these reasons and more, I
submit this application to become an at-large member of the Historic Preservation Advisory
Board. Thank you for your consideration.
