SUBJECT: Appointment to the Wetlands Review Board MEETING DATE: December 2, 2013

RECOMMENDED MOTION: I move to appoint Kyle Martens to the Wetlands Review Board. BACKGROUND: The Wetlands Review Board currently has two vacancies. One new
applicant has applied. The applicant has experience in wetland matters but is not degreed,
licensed or certified. It is up to the City Commission to decide whether the experience of the
applicant is enough to qualify for appointment. The Wetlands Review Board is established to prepare functional assessments of regulated
wetlands that may be impacted by proposed regulated activities, evaluate the impacts proposed
regulated activities may have on delineated wetlands and to provide wetlands protection,
mitigation and/or enhance recommendations regarding such proposals to the Community Development Director and City Commission. The Wetlands Review Board will be convened as necessary to review proposals that involve regulated activities and may impact regulated
wetlands based on the provisions contained in Chapter 18.56, BMC. In selecting the members,
the City Commission shall give preference to residents of the City of Bozeman. However, where
a qualified resident is not available to serve, the City Commission may appoint a member who practices professionally, owns property or owns a business within the City. The WRB shall consist of six members. An appointment to a term of service on the WRB is for two years.
Members shall be degreed in their respective disciplines and/or otherwise licensed or certified by
their respective professional authorities.

Have you ever served on a City or County Board or Commission?: no Please explain your relevant qualifications, interests and experiences.: I was a volunteer water
quality monitor for Iowa's Department of Natural Resources for two years. This included taking
samples of the water body to measure temperature, acidity, PH levels, sodium concentration, and
water clarity. I would also conduct a survey of the riparian habitat. Noting wildlife, vegetation cover, and erosion. This data was then submitted for further interpretation by the state's
Department of Natural Resources. I am interested in serving this board for several reasons. The
first being to ensure our community is effectively managing water discharges and is making
efforts to reduce toxins that inevitably end up in other water ways. The second is helping to
incorporate wetland areas into the landscape in Bozeman, allowing us the opportunity for both recreation and scenic beauty. Finally to become an active citizen by participating in a field I care
deeply about.

Other Info: What I may lack in background knowledge I make up in service. I have participated in several wetland restoration programs (river clean-ups, invasive weed removal etc.). My most
recent position with the Montana Conservation Corps allowed me the opportunity to serve the
public directly through hands-on conservation work. It also instilled in me the value of service.
