Adoption of Competitive Sealed Proposal Procedure
for Procurement of 2002 Model Year Extended Cab
3/4 Pickup Truck
1. Pursuant to Bozeman City Commission Resolution No. 2969, the City Manager for
the City of Bozeman may direct that a contract be entered into through competitive sealed proposals
when the City Manager determines in writing that the use of the competitive sealed bidding is not
advantageous to the City, or when the City Manager deems it in the City's best interest, even when
the competitive advertising procedures of M.C.A. ~7-5-4302 are not applicable.
2. The City of Bozeman is interested in procuring a new 2002 Model Year Extended
Cab 3/4 Pickup Truck. The vehicle is currently available from local dealers within the City of
Bozeman. Procurement of a similar model pickup truck through the State procurement system
would most likely result in acquiring a vehicle from anon-City dealer, and, from our initial inquires,
at a higher price to the taxpayers. Also fiom initial investigation, procuring the vehicle through the
competitive bid process rather than a competitive sealed proposal would result in additional cost to
the taxpayers due to the statutory requirements of the bidding process, more specifically requiring
bid bonds.
3. I have considered the particular vehicle to be purchased, the dollar amount of the
likely proposal, and the delivery requirements, and I have determined that the City is adequately
protected should the successful bidder fail to perform on the proposal. I therefore deem it in the
City's best interest to utilize the competitive sealed proposal as the competitive sealed proposals will
most likely result in the purchase being made locally and at a savings to the taxpayers of Bozeman.
4. The City shall use the competitive sealed proposal procedure of M.C.A. §18-4-304
as adopted by Commission Resolution No. 2969 for the purchase of a new 2002 Model Year
Extended Cab 3/4 Ton Pickup Truck. I hereby designate Miral Garru•adt, Administrative Services
Director, to act as procurement officer.
