~-doption of Competitive Sealed Proposal procedure for Contracts for the
City of Bozeman and Gallatin County Offices' Communication Systems
Pursuant to Bozeman City Commission Resolution No. 2969, the City Manager for the City of
Bozeman, may direct that a contract be entered into through competitive sealed proposals when the City
Manager determines in writing that the use of competitive sealed bidding is not advantageous to the
City, or when the City Manager deems it in the City's best interests even when the competitive
advertising bidding procedures of MCA §7-5-4302 are not applicable.
2. The City of Bozeman and the County of Gallatin would like to install a new communications system
to service City and County governments. The communication system is to be designed to service the
following City and County buildings:
1. Gallatin County Courthouse, 311 West Main Street
2. Gallatin County Historical Society, 313 West Main Street
3. Law and Justice Center, 615 South 16th Avenue
4. Gallatin County Rest Home, 1221 West Durston Road
S. Gallatin County Fairgrounds, 901 North Black Avenue
6. Gallatin County Road/Weed Office, 201-203 West Tamarack Street
7. County DUI Office, 301 Eat Main Street
8. City Hall, 411 East Main Street
9. Police/Fire complex, 34 North Rouse Avenue
10. Carnegie Building, 35 North Bozeman Avenue
11. Bozeman Public Library, 220 East Lamme Street
12. City Shops, 814 N. Bozeman Avenue
3. The value of the majority of services to be rendered under the contract for installation of a new
communications system to service City government are of a technical nature and service and, therefore,
are exempt pursuant to MCA §7-5-4301(2)(a) from the competitive bidding procedures of Title 7,
Chapter 5, Part 43.
4. This is a joint project between the City of Bozeman and Gallatin County. Gallatin County intends to
utilize the competitive sealed proposal procedure of MCA §18-4-304. Therefore, I deem it in the City's
best interest to utilize the same procedure as Gallatin County.
5. The City shall use the competitive sealed proposal procedure of MCA § 18-4-304 as adopted by
Commission Resolution No. 2969 for the new communications system. I hereby designate Miral
Gamradt, Administrative Services Director, to act as the procurement officer.
