HomeMy WebLinkAbout08-15-13 Historic Preservation Advisory Board MinutesAugust 15th meeting Meeting called to order at 6:45 PM Present: Mark Hufstatler, Lora Dalton, Ryan Olsen, Cyndi Andrus, Jillian Bowers, Adam Ferrault, Kate Hampton (SHPO) (Quorum?) Minutes: Not yet available. Public Comment: none Ex Parte communications: Mark explained ex parte communication to Adam. Kate: SHPO needs signed conflict-of-interest forms for all Board members. She will send forms to us. Invited Guest: Kate is here to do our Certified Local Government (CLG) evaluation. NPS program. SHPO grants $5000 to local CLGs. Bozeman provides most of SHPO’s match for the fed grant (through Courtney’s position). Money is very tight, currently. State of MT provides a 3/4 FTE only, which is about 2% of agency budget. Bozeman is one of the oldest CLGs. Every 4 years, evaluation must be done. Kate needs from us: program goals, and what resources we need from SHPO. We must return eval to SHPO by the end of September. Courtney willl send the questionnaire out to all members to look over, will cover at September meeting. Kate says the form has been much simplified from what she started with. She is most interrested in questions from #28-end. She wants to know about programmatical issues that have come up, and ideas for dealing with them, and how SHPO can help — example: educational presentations. We need to formulate a preservation plan – it can be complex or very simple. Identify mission statements and goals. Mark: The goals process should produce something that will fulfill this. Cyndi asked if we have done this before. Courtney explained that it was done from planning materials. Mark: Are other groups’ preservation plans public documents? can we see some? Kate will send. Preservation Plan should be done by end of year (or at our retreat in Jan or Feb.). Kate may be able to attend our retreat and do a presentation for us. Courtney: Should we ask former board members to participate in Plan? Kate: Sure. Adam asked about communication among/between other Preservation Boards as well as City Boards). There was some general discussion about the usefulness of such information sharing. Kate also mentioned SHPO does an internal evaluation every 5 years, and would like input from us about what they should/are needed to do. Chair’s Report: Ice Cream Social at Story Mansion on Wednesday from 5-8pm – tours, ice cream, music. Some board members will be there. The group that is putting it on wants to lobby for continued City ownership of the Story Mansion resource. Butte is also doing a new Preservation Plan, and There Will Be Drama because many conflicting interests. Staff Report: Walking Tour app about 8 “work hours” from completion. Little glitches need to be fixed. We hope to partner with Chronicle for interior photos of some buildings. 2nd planning position has finally been filled – with a preservationist! CK will finally have a tiny amount of slack to complete other things. Depot – structural analysis report has been finalized. NE Urban Renewal Board. Bottom line: totally salvageable. Short term, must have new roof ASAP. NEURB may have money available, and there have been offers of labor. MRL is interested in cost sharing, but getting someone to take responsibility for the building is still a challenge. Cost: $50-60,000. Total mothball: about $80,000. Courtney must do final report to the National Trust for Historic Preservation. She will send a copy to the Board. Demo by Neglect: Commission had directed Planning (July) to address this citywide. “We want structures to be weathertight, secure, and not attract nuisance behavior.” Bozeman now has a code enforcement officer. Paula Froget (?) to work on nuisance code as part of police. We have several ordinances we can use for this that are in place now, but have not done so, because there was no one to do it, and no funding. City can lien the property, but we need a fund. We need to find a way to define preserving buildings before the deterioration is too severe. Goal is to ensure that structures do nt deteriorate too far to be salvaged. Plan to present to commission October 14th. Cyndi: Other things have taken up Legal dept. at this time, so there may be a delay. CK: Definitions will be based on HUD standards. Courtney will be meeting with Commission about timeline and goals. Construction Bonds: Lengthy general discussion of feasability. Ryan Olsen: Motion: I move that the Bozeman Historic Preservation Advisory Board support the inclusion of a performance bond within the Demolition by Neglect Ordinance as presented by the North East Neighborhood Association. Seconded by Lora, passed with one abstention (Adam). CK: working with owner of Samuel Lewis house on S. Bozeman, (African-American barber). The owner is interested in pursuing a historic district for her neighborhood. CK is working with Crystal A. of the Extreme History Project on outsourcing some of our walking tours, etc. to them. CK will get more specifics. MSU District nomination: Sept 13 walking tour of district and buildings. In November, CK will host round table for cultural resources organizations. S. Wallace has been rezoned B3 — how can we document present buildings? Ethics training will take place at a BHPAB meeting this fall. Meeting Adjourned at 8:33 pm Respecfully submitted, Lora Dalton
