SUBJECT: Extension of performance standard deadline for Save America’s Treasures Grant
MEETING DATE: November 18, 2013

RECOMMENDATION: That the City Commission approves a six month extension of the
performance standard deadline for the Save America’s Treasures (SAT) grant, to Monday, May 19, 2014.
BACKGROUND: On May 9, 2013, the City of Bozeman formally notified the Emerson
Center for the Arts & Culture of award of a $140,000 grant from the Save America’s Treasures program.
In delegating the SAT grant to the Emerson Center for the Arts & Culture, the Commission stipulated a
number of performance standards, outlined below, be met on or before Monday, November 18, 2013:
1. A six month period, or until November 18, 2013, to complete final design and bid documents. This includes any appropriate architectural drawings, material samples and
other informational material necessary to ensure the project satisfies the Secretary of the
Interior’s Standards for the Treatment of Historic Structures. These materials will be sent
to the National Park Service for final approval of the project.
2. A six month period, or until November 18, 2013 to document fund raising of a minimum of 50% of the SAT grant amount.
3. A six month period, or until November 18, 2013 to sign the grant contract.
4. A twelve month period, or until May 18, 2014 to apply for a building permit, to initiate
construction and to document fundraising of 100% of the SAT grant amount.
5. A twelve month period, or until May 18, 2014 to sign the Conservation Easement associated with the SAT funding. The Conservation Easement must be signed before any
SAT funding will be disbursed.
The Emerson Center for the Arts & Culture has faithfully and diligently worked to meet the performance
standards. Their efforts include sending information regarding material selection to the National Park Service and raising the necessary matching funds. At this time, Staff is working with the Emerson to finalize the SAT grant contract. The deadline extension is requested in order to
provide both parties sufficient time to review and sign the grant contract.

ALTERNATIVES: 1. Approve extension of the deadline.
2. Remove the item from the consent agenda for discussion as an
Action Item. FISCAL EFFECTS: None identified.
