SUBJECT: North 7th Ave. Lighting Improvements Change Order #1

RECOMMENDATION: Authorize City Manager to sign North 7th Lighting Improvements
Contract Change Order #1, increasing the amount of the Contract by $28,146.00 for a total contract price of $602,631.00.
BACKGROUND: On October 15, 2012, the City Commission authorized award of the bid
for the North 7th Lighting Improvements to Yellowstone Electric out of
Billings Montana. Due to the size of the project it was broken into specific phases, and the board determined they would start the project on
the north end of the corridor and move south towards Main Street. This
initial phase would install lights from the I-90 off-ramp to Juniper Street.
This Change Order is broken down into eight separate components listed as PR 001 through PR 008. These items are almost exclusively attributed
to the complexity of the utilities within the N. 7th corridor. In each of
these circumstances Yellowstone Electric had to modify the project due to
utility conflicts, missing conduit, missing easements, or faulty record
drawings. These types of modifications are typical for work within a major street such as N. 7th Ave. because of how crowded the corridor is
with public and private utilities.
The one exception was a light pole knock down listed in PR 008. The
knock down of a pole was the result of a delivery truck that drove over the curb. The truck was identified and the city will be reimbursed for all
expenses for this cost. The total cost of this item was $6,077.

FISCAL EFFECTS: Of the total $28,146 for this change order $22,069 will be paid for
by the North Seventh Urban Renewal Board. The remaining $6,077 will be reimbursed by the responsible party for the knock
down of the light pole.
ALTERNATIVES: As suggested by the City Commission.
