HomeMy WebLinkAboutResolution 4484 Fund Bicycle and Pedestrian Pathway to the "M" and Drinking Horst Mountain -�:` .. sae 88 COMMISSION RESOLUTION NO, 4484 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, TO FUND THE BICYCLE & PEDESTRAIN PATHWAY TO THE "M" AND DRINKING HORSE MOUNTAIN, SUBMITTED BY THE GAL.LATIN VALLEY LAND TRUST, FROM MONIES WITHIN THE TRAILS, OPEN SPACE AND PARKS BOND FUND.. WHEREAS, in Resolution No. 4386 the City Commission committed to the designation of an advisory board or committee to review and make recommendations to the Commission on proposals for use of Trails, Open Space, and Parks bond fund (TOP Bond Fund) as said fund was approved by the voters of the City of Bozeman on November 6, 2012; and WHEREAS, on April 1.5, 2013 the Bozeman City Commission appointed the Trails, Open Space and Parks Committee (TOP Committee) to assist the City Commission with the duties stated within Resolution No. 4386; and WHEREAS, the TOP Committee has reviewed and scored the Bicycle and Pedestrian Pathway to the "M" and .Drinking Horse Mountain Project (the "Project") utilizing the City Commission approved evaluation criteria established within Resolution No. 4471 and found that the Project collectively scored more than five affirmative evaluations on the Rough Cut Matrix and over 60% of the total points possible on each of the Community Benefit Matrix and the Prevailing; Characteristics Trails Matrix; and WHEREAS, the City of Bozeman has received a grant through the federal Lands Access Program (FLAP) in the amount of$3,402,594 which is 86,58%, of the total project cost; and WHEREAS, The City of Bozeman is responsible for 1.3.42%n of the total cost, initially estimated at$52.7;406 and not to exceed $600,000. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Resolution 4484 Wage I of 5 Section I Approval of Funding/Authority to Enter Agreement. The Commission hereby authorizes allocating funds from the TOP Bond Fund for acquisition of right-of-way, engineering, construction and administrative and miscellaneous costs directly related to the development of a Bicycle & Pedestrian Pathway to the "M" and Drinking Horse Mountain (the "Project") at arate of 13.42% of the total Project costs initially estimated to be $527,406 and which allocation shall not exceed $600,000. In addition, the Commission hereby authorizes the City Manager to enter into the Federal Lands Access Program Match Agreement and to take all steps necessary to complete the Project. Section 2 Findings. The Commission hereby concurs with the determinations of the TOP Committee for the Project and finds the Project meets or exceeds the requirements for TOP Bond Fund as established in Resolution No, 4471. The Commission also finds that the Project included in this Resolution fulfills the intent, findings, policy, and purposes of the Open Space Land and Voluntary Conservation Easement Act(Title 76, Chpt, 6,MCA). Section 3 Project. The Project will create a 2.1 mile, separated bicycle-pedestrian pathway along Montana Highway 86 (Bridger Road) from Story Mill Road to the "M" and Drinking Horse Mountain trailheads, Which access the Bridger Mountain foothills. The primary goals of the Project are to: 0' IM prove -public safety and provide a non-motorized transportation alternative by- creating a continuous non-motorized path that is separated from high-speed motor vehicle traffic. Although just four miles from Main Street, most people drive to the "M" and Drinking Horse Mountain trailheads due to lack of a viable non-motorized route, as the road has no sidewalk and very constricted shoulders. In addition, Bridger Road is a popular road biking route, and removing bicycles from motorized traffic for this stretch of highway will greatly enhance e s a fety in this transportation corridor, , Link highly-used 2ublic trails and recreational destinations, filling a gap in the existing Main Street to the Mountains trail system by connecting it with two of the most heavily-used trailheads in the region, which provide access to thousands of acres of Gallatin National Forest land in the Bridger Mountain foothills, The construction of the Project will contribute significantly to the vision of Main Street to the Mountains for the north part of Bozeman and fulfill explicit goals in several guiding documents, including Bozeman's Parks, Recreation, Open Space and Trails plan (PRO T,2007) and the Bozeman Community Plan(2009). Resolution 4484 Page 2 of 5 • Create variety and balance in the City's and community's trail system with the addition of a new shared-use path. Bozeman currently has very few shared-use asphalt paths (approximately 12 miles out of the more than 67 miles of trail within the Main Street to the Mountains system). The Project will be unique because it will connect the core of Bozeman to the vast public lands in the Bridger Mountains. It will also provide new recreation and transportation opportunities for the north side of Bozeman,which is generally underserved by the City's existing network. of trails and parks. Section 4 Title and Administration, The City of Bozeman will own, manage and maintain the completed Project and any and all site amenities associated the Project. Portions of the Project may be constructed within existing right-of-way owned by the Montana Department of Transportation. Other portions may be constructed in existing City right-of-way, Any new right-of-way acquired for the Project will be granted to the City of Bozeman. The completed Project will be managed and maintained by the City's Department of Parks and Recreation. Section 5 Funding. The total cost of the Project is currently estimated to be $3,930,000. The Federal Lands Access Program (FLAP) has approved $3,402,594 in federal funds for the Project. Also, the Collin's Coalition and the Gallatin Valley Land Trust have commitments of $20,000 and $15,000, respectively. The TOP Bond Fund will therefore provide the remaining funds up to $600,000 as a match to the FLAP to complete the Project. On a project of this scope, it is possible that final Project costs will vary from original estimates. if Project costs are higher than budgeted here, FLAP will request additional local match, at a rate of 13.42%. If that should occur, Section One of this Resolution authorizes the City to contribute up to but not to exceed a total contribution of$600,000 from the TOP Bond Fund. Section i6 TOP Committee Evaluation.
