4:36 Jennifer convened the meeting Review of August minutes. Wendy Thomas referred to as Wendy Lewis toward end of
minutes. Jennifer moved to amend the minutes to fix this error. Chris seconded. Motion
passed unanimously. Chris moved to approve amended minutes, Stephanie seconded. Motion passed unanimously. Public comment Julie Shea, owner at 309 S. Wallace (in BPNA)
Neighborhood concern about the number of scheduled events at Bogert Park this summer (music events in particular). All were permitted, some for alcohol use. Got out of hand for some events. Open mic nights on Wednesdays on the bandshell are very loud.
Catherine Ball also lives in this neighborhood. She mentioned a lot of profanity during
some of the open mic nights. She also described some of the traffic issues. Ryan Hamilton lives at 520 E. Curtiss, also in the neighborhood. He suggested that the bandshell rental policies may need to be revisited. There have been a number of im-
provements at Bogert over the year, which have added a lot of neighborhood impact.
Police have talked to the neighbors, the Parks Department, and Allyson. Permits do have some restrictions (hours, limit on how late music can be played).
Neighbors went to the City Commission meeting on Aug. 26 and addressed the issue dur-
ing public comment. Suggested that the size of the Tuesday farmers’ market is really getting too large for that venue.
Suggestions: review the bandshell permitting process. Review/rewrite the city’s noise or-dinance. Look for solutions to some of the traffic problems. They requested that we add an item on the INC agenda to discuss the issue and possibly
formulate a recommendation for the City Commission.
5:12 Maddy Pope, Trust for Public Land The Trust has purchased over 60 acres of property adjoining the Story Mill.
The Trust for Public Land is located in the Emerson Center.
Ms. Pope had handouts describing the project. This is the first opportunity for the Trust to work on an “urban park”. They started talking to American Bank about 1 ½ years ago. They acquired 61 acres, and they are working to acquire an additional three acres to connect the land to the river.
The Trust hopes to sell the land to the city, and plans to request money from the public land fund. If that sale is not successful, they would sell the parcel to a private buyer. The Trust announced the purchase last December. They conducted an informal study
around that time. They received 690 responses; Ms. Pope provided a handout summariz-
ing the results. They also held a community workshop, which was attended by 150 peo-ple. They did a study on wetland restoration. Several groups have encouraged the restoration.
The Trust is trying to identify partnerships to help this succeed.
The Trust will bring forward a proposal to the city to buy the land. There were discussions about trying to develop affordable housing on the front parcel
(the northernmost portion, adjacent to Bridger Canyon Drive, where the trailer park was
located), but this does not appear to be a feasible plan. This led to considering all of the land for a park, with an “active” park in the front parcel.
The Trust is still working on private funding to include in the proposal. Their goal is to
bring the proposal to the city this fall. More information is available at tpl.org/storymill.
5:50 Police Report – Capt. Mark Johnson Mark had two handouts. First was on building neglect. This is on the City Commission agenda for Oct. 14. Concentrates on nuisance and unsafe buildings. It also includes fund-ing to establish a Hazard Fund.
Details should be available before the next INC meeting. Requested an item on the agen-
da to review the materials and to decide whether to submit approval or suggestions to the City Commission.
6:02 Social Time in Neighborhoods There is a permit process that should be followed to have block parties. Permits are is-sued by the Public Works Dept. (due to street closures). Katherine Maines is the contact person. There are separate fees if open containers are to be permitted, and liability insur-ance is required.
It is a $35 permit for public assemblies of over 75 people that might impact pedestrian or street traffic. If the party is confined to private property, the permit isn’t necessary. 6:10 FYI Gary requested a line item on the next agenda or following to discuss the number of unre-
lated people in homes. There is a new site being proposed for student housing.
