with Transmap in the amount of $140,755.24 for a Citywide Pavement
Management System

BACKGROUND: The current fiscal year 2014 capital improvement plan budget approved by the City Commission allocates a combined appropriation of $150,000 from the Street Reconstruction and Curb Replacement Funds to purchase and implement Micropaver asset
management software. Micropaver provides industry leading pavement management solutions
in: 1) developing and organizing pavement inventories; 2) assessing pavement condition; 3)
predicting future pavement conditions; 4) reporting pavement performance; 5) developing maintenance and rehabilitation scenarios based on budget and pavement conditions; and 6) planning for pavement projects. Micropaver requires data in the form of a Pavement Condition
Index (PCI) to operate and provide pavement management solutions.
The City has selected Transmap as most-qualified to perform services related to development of a pavement management system upon review and ranking of request for proposals received September 5, 2013. The pavement management system requires assessment of existing
pavement conditions to produce a pavement condition index for use within Micropaver. The
PSA contract calls for full condition assessment of all city pavement assets to produce PCI
values for 246 centerline miles of roadway using automated data capture techniques. Select right-of-way features will be collected as well and input into the city’s Cityworks software for asset management and work order maintenance of these features. In capturing both pavement
condition and right-of-way assets and leveraging Micropaver and Cityworks programs in
conjunction with the city’s GIS software capabilities, efficient, data-driven capital planning and
maintenance decisions can be made. The complete scope and cost breakdown of Transmap’s services are provided with the attached
Professional Services Agreement as Exhibits A and B respectively. Due to the rapid approach of
inclement weather, Transmap will begin its work on October 8, 2013 by driving the street
network and collecting pavement condition and right-of-way asset data.

FISCAL EFFECTS: The City Commission has appropriated $150,000 within the Street
Maintenance District special revenue fund in the current fiscal year 2014 to complete the
implementation of Micropaver software. The 2014 Capital Improvement Plan allocates $125,000 in the Street Reconstruction budget and $25,000 in the Curb Replacement budget to
accomplish this purpose; tabulated in the CIP as Project CR03. The negotiated contract price
with Transmap is $140,755.24 which is under the $150,000 available budget.
