SUBJECT: Appointment to the Wetlands Review Board MEETING DATE: October 14, 2013

RECOMMENDED MOTION: I move to appoint Guy Alsentzer to the Wetlands Review Board. BACKGROUND: There are currently three vacancies on the Wetlands Review Board and the
board lacks a quorum. The board has been reviewing applications, but has had to do so
informally. One new applicant who served on this board in the past has applied and if appointed would allow the board to have a quorum when all appointed members are present. Mr. Alsentzer has also applied for the Planning Board and after being approached by staff has agreed to apply
for the Zoning Commission.
The Wetlands Review Board is established to prepare functional assessments of regulated wetlands that may be impacted by proposed regulated activities, evaluate the impacts proposed regulated activities may have on delineated wetlands and to provide wetlands protection,
mitigation and/or enhance recommendations regarding such proposals to the Community
Development Director and City Commission. The Wetlands Review Board will be convened as
necessary to review proposals that involve regulated activities and may impact regulated wetlands based on the provisions contained in Chapter 18.56, BMC. In selecting the members, the City Commission shall give preference to residents of the City of Bozeman. However, where
a qualified resident is not available to serve, the City Commission may appoint a member who
practices professionally, owns property or owns a business within the City. The WRB shall
consist of six members. An appointment to a term of service on the WRB is for two years. Members shall be degreed in their respective disciplines and/or otherwise licensed or certified by their respective professional authorities.
This board has three vacancies and one new applicant.

Please explain your relevant qualifications, interests and experiences.: Guy possesses
professional expertise concerning water resources management, land use planning, and conservation biology. He earned a Juris Doctorate (law degree) specializing in federal
environmental laws, a Masters of Environmental Law & Policy specializing in water resources
management and land use planning, and a BA in Political Science and Social Justice. For the past
four years Guy has worked largely in the public interest, non-profit field where he has worked on
environmental issues on the federal, state, and local levels. In particular, Guy has worked with local jurisdictions in planning effective water resource management strategies and in assisting
communities in coming into compliance with state mandated water pollution controls. Guy
previously lived in Bozeman from 2008-2010 and served on the Wetlands Review Board. He
returned to Bozeman, permanently for all intents and purposes, in July 2013 and is eager to serve
the community which he enjoys immensely.
