HomeMy WebLinkAboutAppointment to the City Planning Board Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Brunckhorst, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Appointment to the City Planning Board MEETING DATE: October 14, 2013 MEETING TYPE: Action RECOMMENDED MOTIONS: I move to appoint Guy Alsentzer to the City Planning Board. BACKGROUND: There are currently two terms vacant on the City Planning Board. One term is for a Mayoral appointment with a term expiring January 31, 2014 and one term is for a City Commission appointment with a term expiring January 31, 2015. One new applicant has applied. Mr. Alsentzer is a former Wetlands Review Board member and is also applying for a current position on the Wetlands Review Board. Staff also approached Mr. Alsentzer about serving on the Zoning Commission since the meetings are at the same time and the Zoning Commission has vacancies that are vital to fill to ensure applicants are able to have timely public hearings. Mr. Alsentzer agreed to apply for the Zoning Commission in addition to the Planning Board. The Mayor or Commission can appoint Mr. Alsentzer to the Planning Board but staff would recommend that the appointment be made by the Commission as the Mayoral term is much shorter. The City Planning Board shall encourage local units of government to improve and plan for the future development of the City of Bozeman and areas adjacent to the City to the end that highway systems be carefully planned; that new community centers grow only with adequate highway, utility, health, educational, and recreational facilities; that the needs of agriculture, industry, and business be recognized in future growth; and that residential areas provide healthy surroundings for family life. The City of Bozeman Planning Board was created by Ordinance No. 1508 in December 1999. In January 2007, Ordinance No. 1686 revised Section 2.66.0230, providing for certain staggered terms for City Planning Board members so that in the future all terms don’t expire at the same time. 120 According to Ordinance No. 1686, Section 2.66.030 of the Bozeman Municipal Code was amended to read: “2.66.030 Composition. The Bozeman Planning Board shall consist of nine members, appointed to two year terms to expire on January 31, as follows: A. One member appointed by the City Commission from its own membership. The term of the appointed member shall be coextensive with the term of office to which he or she has been elected or appointed unless the Commission, on its first regular meeting of each year, appoints another to serve as its representative or unless the appointee’s Commission term is terminated; B. Three members appointed by the City Commission one of whom, at the Commission's discretion, may be an employee of the City of Bozeman or hold public office in Bozeman or Gallatin County. The appointments shall be for two-year terms, with those terms to expire on January 31 of odd-numbered years; C. One member appointed by the Mayor, upon designation by the Gallatin County Board of Commissioners, who may be a member of the Board of County Commissioners or an office holder or employee of the County. This appointment shall expire on January 31 of odd-numbered years; D. Four citizen members appointed by the Mayor, who shall be resident freeholders within the city limits, and who shall be qualified by knowledge and experience in matters pertaining to the development of the city. These appointments shall be coterminous with the term of the Mayor. There is one vacancy for a County representative and one for a Mayoral appointment vacancy. He earned a Juris Doctorate (law degree) specializing in federal environmental laws, a Masters of Environmental Law & Policy specializing in water resources management and land use planning, and a BA in Political Science and Social Justice. For the past four years Guy has worked largely in the public interest, non-profit field where he has worked on environmental issues on the federal, state, and local levels. Relevant here, Guy has worked with local jurisdictions in planning effective water resource management strategies and in assisting communities in coming into compliance with state mandated water pollution controls. Guy has a keen interest in sustainable land use planning, helping cities like Bozeman progressively plan for present and future needs of its citizenry. Guy previously lived in Bozeman from 2008-2010 and served on the Wetlands Review Board. During that time he worked at the Gallatin County Attorneys Office. He also worked at the Northern Rockies Office of Western Environmental Law Center in Helena. He returned to Bozeman, permanently for all intents and purposes, in July 2013 and is eager to serve the community which he enjoys immensely.
