SUBJECT: Commission Resolution No. 4480 – Establishing Subscription Single Stream Recycling Collection Fees.

RECOMMENDATION: Adopt Resolution No. 4480 – Establishing Subscription Single
Stream Recycling Collection Fees; effective October 1, 2013.
BACKGROUND: In January 2013, the City hired consultant SAIC to complete a business
case analysis for improving the City’s recycling program. SAIC recommended implementation
of a single stream recycling program where all recycled materials are combined in a single 100
gallon bin collected every two weeks. The Study was completed and presented to the Commission on Monday, July 22, 2013. The Commission approved the study and directed staff
to return with a resolution to implement single stream recycling rates.
The attached resolution sets the single stream recycling rate at $9.55/month for each 100 gallon
bin. All customers will be transitioned from the current manual curb side sort to automated single stream recycling over the next month.
FISCAL EFFECTS: Average residential customer participating in the recycling program will
see a reduction in monthly fees of $0.45.
ALTERNATIVES: As suggested by the City Commission.

COMMISSION RESOLUTION NO. 4480
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, ESTABLISHING SUBSCRIPTION RECYCLING COLLECTION
FEES FOR THE CITY OF BOZEMAN, MONTANA SOLID WASTE SERVICES.
WHEREAS, on June 24th , 2013 the City Commission of the City of Bozeman
directed staff to proceed with a subscription recycling program, available to City of
Bozeman Solid Waste collection customers, providing a $9.55 per month fee per 100-
gallon bin for collection every other week; and
WHEREAS, the 100-gallon collection bin will accommodate a mix of acceptable
recyclable commodities; and
NOW, THEREFORE, BE IT RESOLVED, and it is hereby ordered by the
Commission of the City of Bozeman, State of Montana:
Section 1
To defray the estimated cost and expense of collecting and processing recyclable
commodities in the City of Bozeman, there is hereby established a schedule of fees to be
levied upon all users of the City’s subscription recycling program, as set forth in
Schedule A, attached hereto, and by this reference made a part hereof.

Montana at a regular session thereof held on the 30th day of September, 2013.

SCHEDULE A COMMISSION RESOLUTION NO. 4480
SOLID WASTE SUBSCRIPTION RECYCLING COLLECTION FEE, BASED ON A 30-DAY MONTH.
Effective October 1, 2013
The rate is monthly based on collection every other week.
A. Account Basic Fee
The basic fee of $9.55 per month shall include one (1) 100-gallon recycling bin.
Each additional bin will be $9.55 per month per bin. Each account shall be
charged the basic fee.
