Motion: Boardmember Wade motioned to approve the May 9, 2013 minutes as presented.
Boardmember Parson seconded the motion.
The motion passed unanimously.
0:01:03— Item #2— Public Comment Period, limit 3 minutes per speaker:
• No public were present
0:01:36— Item#3— Announcements:
• a new board secretary is needed
o suggested 4 month sessions of different board members doing the minutes
o discussed moving the meeting to the workday so Doreen Olean could do the
minutes, it would not work for the working board members
0:04:30—Item#4—Committee Reports:
• Subdivision Review:
A. Boulder Creek Subdivision—Sandy Dodge
a. this is the former Laurel Glen Phase 3 project
b. there may be enough parkland dedicated from Phase 2 to satisfy the
requirement for Phase 3
c. they are requesting a variance to the street frontage requirement, it is more
economic for them to put houses on both sides
d. the owners will fill in the lake that formed when they dredged for the gravel
for the roads
e. neighbor hood center will have a trail connection that will serve several
subdivisions
f. the Committee supports filling in the pond and the parkland for Phase 1 but
opposes the variance for street frontage
g. the Department of Environmental Quality was brought in because when
they were dredging for the gravel they were mining without a permit
B. The Knolls at Baxter Creek
a. when they were mitigating the creek they ran into a problem between the
developer, wetlands people and the Planning Department and the Planning
Department issued a cease and desist order
0:16:10— Item#5—TOP Report—Sandy Dodge:
• working on the criteria for grading applications
o are using the Missoula plan on how they are spending their bond money

• Director Overton is rewriting their plan to fit our needs
• once complete they will vote and if it passes it would go on for Commission
approval
• once approved people will be able to submit proposals
0:19:18—Item #6— Division & GVLT Reports:
• there was no report from GVLT
• Director Overton provided the following information:
o National Trail Day was June 1"with work being done at Lindley
■ there were more than 180 people in attendance
■ a big thanks to Superintendent White and his crew for having piles of fines along
the trail for people to work; once the fines are spread rain will solidify the trail
o Riley's Bridge on Sourdough was dedication for Riley Cole
• GVLT is having their longest day of trails on June 21"
o there will be a party with live music at Montana Ale Works
o they will raffle off a bike and the bike club will take people out for bike rides around the city
0:22:24—Item#7—Aquatics Update— Mitch Overton:
• working on getting Bogert open for the season this Sunday
o the boiler has seized up so they installed a new pump
o a concrete company has surged up the frame,worked on the tiles,and the retaining wall
o the leak is still losing 8,000 to 10,000 gallons of water a day
o the Health Department write ups have been addressed
o the slide will not open
• currently looking for a location for a new city pool;timing is a concern because a new Law and
Justice Center is also needed
o would like to get the pool on the ballot at the same time as the Law and Justice Center
• a meeting and tour with Von Judge from MSU occurred, suggested working with the MSU Art and
Architecture Departments from MSU
• discussed possibly fund raising and educational opportunities
0:44:24—Item #8—Parks and Recreation Department Director Report—Mitch Overton:
• it is budget time with the general fund went in front of Commission last Monday
o special revenue is scheduled for next Monday
o hope to have the budget approved by July 1
• the transition of the Story Mansion from Friends of Story Mansion back to the City has been
completed
o the Friends are keeping an eye on the maintenance of the area
o the Master Gardeners Club has taken over the maintenance of the flower beds with help
from Cashman Nursery
o is out for requests for proposals to anyone including non-profits and the whole property
could be purchased
■ working with realtors to assess the property

■ easements would go with the sale and it would be required to open to the public
two weeks every year
• working on replacing the restroom at Lindley Park,the old swing set had to be removed to make
room for the new building, a new swing set is being installed in a different area
• the deck for the Lindley Center is being replaced and should be done by the end of the month,the
deck with span both doors
• the Bozeman Creek Enhancement Project has received a $100,000 resource grant from the
Department of Natural Resources
o they are working on the next scoping project
• continue to work on the Federal Land Access Grant for the trail to the M
o 'not sure where the ranking is but feel we are fairly high
o it is a $4 million project that has a 13%match working with GVLT
• Recreation has new programs starting
o a week long kids camp starts next week

• -Commissioner Taylor was not in attendance
0:57:55—Item#10—FYI:
• Boardmember Zickovich has retired from the board so there is one board opening
• need a volunteer secretary for the next meeting, contact Chairperson Cook if you are interested
• the Big Sky Winddrinkers are holding a 40 laps for 40 years celebration at the MSU Track
o the original charter was written on a napkin in June 1973 napkin
• it was suggested that this board advocate to have fund raising authority similar to what the Bike
Board has;this will be added to next month's agenda
