COMMISSION RESOLUTION NO. 1828
ESTABLISHMENT OF CONFLICT OF INTEREST PROCEDURES FOR THE CITY OF BOZEMAN'S
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM.
In order to meet Federal regulations concerning the Community Development Block Grant Program
and Conflict of Interest provision, the City hereby resolves:
1. That all procedures and decisions made by those associated with city administration or
I government will not benefit for offer any kind of special consideration for themselves, their

relatives, their friends or those with whom they business or other ties.
2. That the governing body's decisions should be based on what will result in the most
efficient use of funds in order to provide the greatest benefit to the community as a whole.
3. That all meetings will be open to the public, except those meetings in which advance
public knowledge of material to be discussed would be detrimental to the community as a whole,
and that minutes and written records will be kept of all business relating to the program.
4. That, as soon as an individual connected with the program finds that he or someone
else is in a position to make a decision which might benefit himself or his family, he discloses
this to the governing body and then, disqualify himself from further participation until the
matter is resolved.
5. That when the governing body receives notice of such questionable interest, it dis-
closes the matter in an open meeting and that the governing body (with the affected individual
abstaining) decides whether a conflict exists or does not exist and whether the individual con-
cerned should be disqualifed from the specific matter, should resign or some other appropriate
action be taken.
6. That all major decisions, including the awarding of contracts, be reserved to the
governing body and made in open meetings.
7. That all actions concerning the grant in the area of expenditures be brought before
the governing body by the administrative head of the city.
