THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA
DRAFT MEETING MINUTES
Thursday, July 11, 2013
Attending:

Gullickson (BPNA), Elizabeth Healey (UNA), Bob Wall (SENA), Allyson Brekke
(Neighborhood Coordinator), Sgt. Andy Knight (BPD), Paula Frojae (BPD Code

Review of June minutes. Gary moved to approve, Bob seconded. Motion passed unani-
mously.
No public comment.
Police Report – Sgt. Andy Knight
Paula Frojae started on Monday with the Bozeman Police Department (BPD). She trans-
ferred from the Building Department, and she will serve as the City’s code compliance
officer.
Paula is compiling a list of people and responsibilities, so people don’t need to go
through dispatch to reach the right office. She is also currently working on weed patrol
(checking for unkempt lawns and weed problems) and working with abandoned vehicles.
She will also handle noise complaints, garbage issues, appliance removal, furniture on
curbs, unshoveled walks, and other complaints. She will not be doing building inspec-
tions to check for code compliance. She can be reached at 582-2037, or at the BPD non-
emergency number, 582-2000.
Sgt. Knight is dealing with weed and garbage issues too. He mentioned that citizens can
find BPD on Facebook and Twitter, to receive news about urgent issues.
Vehicle break-ins have been more sporadic lately. There have been increasing incidents
of elder financial abuse.
BPD is holding National Night Out on Aug. 6 at Lindley Park, along with the Bozeman
Fire Department and Emergency Medical Services.
The Rainbow gathering is over; there were a few problems.
BPD held another successful bike sale in early June, selling around 160 bicycles.
Music on Main has been patrolled by four extra officers.
The radar trailer program has been very successful. There were over 20 requests follow-
ing the Department’s press release.
BPD has made conditional offers to five new officers. Two other officers recently left the
Department, so there will be a net gain of three if all of the officers work out.
There are now four school resource officers, two dedicated to the high school and two
split between the middle schools.
There was a question about police monitoring of the College/Willson neighborhood.

Moving to more email lists, less hand-distributed newsletters/flyers.
Suggestion to try to work with the Magpie (local news aggregator) to get event notifica-
tions distributed to readers.
The City can help do mailings to property owners, in the water bills or separately.
Neighorhood associations probably need to dedicate someone to maintain media. Need to
use multiple media channels.
The Good Neighbor Committee will have a table at Catapalooza.
The neighborhoods section on the City web site is starting to get some attention.
Suggestions to get neighborhood info on the community TV channels, in the Chronicle,
and maybe on radio stations (via Public Service Announcements, or PSAs).

Allyson found an email address for the former CAN president, and a mailing address for
the former secretary. Allyson will send a copy of the email notifying them of their non-
compliance to the INC members for comments.
Parks, forestry, cemeteries responsibilities all transferred to the Parks & Rec Dept. (582-
2290). This includes park reservations. Community garden plot management will be tran-
sition after this summer season.

Discussed time for next meeting – Allyson and Gary will not be here on Aug. 8. Allyson
would like to discuss the demolition by neglect ordinance and related property manage-
ment issues. She has also invited the Trust for Public Lands to talk about Story Park.

The next meeting will be Aug. 15 at 4:30, in the Madison Room at City Hall.
