30 Ralph called the meeting to order at 12:10 PM.

Public Comment.
32 1. Ralph offered the opportunity for public comment on items not on the
33 agenda. No public comment.

Consideration of Meeting Agenda.
35 2.Ralph offered the opportunity to provide input on the
36 agenda and noted that he will take some liberties as we have many items to discuss. No
37 comments were made.

Minutes.
39 3. Vance made a motion to approve the minutes of the June 12 meeting, second by
40 Danielle. The minutes were approved.

Street Department Report.
42 4. John reported that the City started milling and overlay projects

43 on 12, 13, and 14 this week, then Tech Park and Ferguson will follow. They have been
44 continuing to install sharrows (bike boulevards) including Black, Koch, Lamme and others.
45 The water main replacement is also still underway on Mendenhall.

Updates on Previous Actions.
47 5. Ralph contacted the County to remind them that they
48 committed to identifying an individual to participate on this committee in place of Lee
49 Provance. Earl Mathers acknowledged Ralph’s email and said he would identify someone by
50 next week, who will hopefully be able to attend our meeting next month.

Distracted Driving.
52 6. Sam Miller was in attendance today and reported that he recently had a
53 radio spot on KBOZ related to distracted driving. He provided an update during the interview
54 about the City Ordinance and advances in vehicle technology. The Bozeman Police
55 Department reports that they have issued 300 warnings so far this year and 500 last year under
56 the ordinance. Sam also reported that Hamilton also has an ordinance now, in addition to
57 Helena and Billings, and Missoula still has a potential ordinance in the works.

Spring Creek Village Resort Development Plans.
59 7. Delaney & Co. and their representative,
60 Jami Morris provided an overview of the proposed project. It consists of a mixed-use
61 commercial subdivision along Huffine Lane west of Resort Drive and south of Fallon. They
62 are proposing to extend the shared-use path along Huffine, but will have crossings across
63 Resort Drive and Park Avenue set back by approximately 200 feet from Huffine Lane.
64 Bicyclists and pedestrians will not be allowed to cross these streets directly in line with the
65 pathway. They are concerned about the safety of crossings in this location due to the high
66 speed of traffic turning off of Huffine.

68 The applicant is working with the City Planning office on this application. They have had
69 correspondence with MDT regarding the access configuration and protected throat depth for
70 the accesses based on recommendations from their traffic study completed by Abelin Traffic
71 Services in Helena, MT. Ralph and Danielle expressed some concern with the distance that
72 people would be required to walk out of their way to cross the street. Mike explained the
73 concerns with crossing right along Huffine and queue length recommendations provided by
74 their traffic engineer and MDT. They intend to install a raised landscaped concrete median to
75 block off the pedestrian crossing location.

77 We will continue this conversation at our next meeting when Gary and Frank are present and
78 we will decide at that time if we will make any recommendations to the City.

Liaison Officer Reports.
80 8.Tommie reported that there was a recent bicycle collision on Rouse
81 and Lamme, but it did not result in an injury. He does not have anything else to report at this
82 time.

Bozeman Area Bicycle Advisory Board (BABAB).
84 9. John reported that the City has started
85 implementing the sharrow striping recommended by BABAB on North and South Black,

86 West Koch, Lamme and Wallace. Bike lanes will go in on 23 from Main Street to College.
87 Parking will still be allowed on the east side of the street.

Community Transportation Enhancement Program (CTEP).
89 10. Danielle reported on the
90 County Commission meeting yesterday where they accepted the first round of requests for
91 CTEP funding for the coming year. They had $250,000 dollars in CTEP funds to distribute
92 and accepted proposals from various groups. They ended up allocating $117,000 to Anderson
93 School for their Cottonwood Trail, $31,000 to Monfornton School for the remaining funds
94 needed to finish the Norris Road Trail, and just under $10,000 to West Yellowstone to finish
95 their signage/streetscape project already underway.

97 Danielle also showed the committee draft plans for the Gallatin County Bike/Ped Path project,

98 including trails along Oak Street from 5 to Rouse, S 19 Ave from Cottonwood Road to
99 Cougar Drive and Norris Road from Jackrabbit Lane to Zoot Way. These plans are currently
100 under CTEP review and will likely bid this fall with a late fall or early spring construction
101 start.

Implementation of Bozeman Community Transportation Safety Plan.
103 11. Danielle will ask
104 Rick Hixson when the quarterly reports to the TCC will begin. For example, does he need to
105 make a report this month or will it be after the plan is officially adopted by the Commission?
106 Either way, it will be Danielle’s responsibility to provide a report to Rick, not Ralph’s
107 responsibility as chair of this committee.

South Willson Crossing at Galligator Trail.
109 12. Vice Chair Gary Vodehnal and John have
110 heard some concerns related to the Galligator crossing at S Willson and Lincoln. We will
111 delay this discussion until our next meeting when Gary is in attendance.

113 13. Our next meeting will be scheduled for August 14. No conflicts for those in
114 attendance at this meeting.
