During the creation of the Plan, the establishmentof a development authority,or
development entity,to manage theeventualsale and/or development of the North Park properties
was discussed and researched. Research includedregional models for this type of management
and development structure, i.e. the Great Falls Development Authority,or GFDA.
After approximately 18 months of work, the North Park project has reached aturning
point. The effective partnership between the City and the DNRC hasadded tremendous value to
the property and positioned the city-owned portion of the property for development or sale. The
value added by the Plan and accompanying reports and studies, increasing strength of the local
commercial real estate market, interest shown by potential purchasers of the City-owned portion
of the North Park properties and current financial constraints of the City for funding the
necessary infrastructure improvements all support the concept of sale to a private entity.
OnMarch 7, 2013the EDCcreated a sub-committeeto draft an RFP for the development
or sale of the City-owned portion of the North Park properties.Based on the outcome of the
May 13,2013 public hearing, the EDC sub-committee and staff are prepared to facilitate the sale
