TREE ADVISORY BOARD MINUTES _ APRIL 15, 2013 h �z .188 12:00 PM CITY SHOPS TRAINING ROOM BOARD MEMBERS PRESENT: Bill Hoch, Chairperson Mary Keck Scott Makoutz Lessa Racow Absent: Jennifer Weiss, Vice Chair Cyndy Andrus, Commission Liaison CITY STAFF PRESENT: Ryon Stover, City Forester Michelle Dipzinski, Board Secretary GUESTS PRESENT: E.J. Hook, Environmental Services MSU Item # 1—Call meeting to order: • Chairperson Hoch called the meeting to order at 12:00p.m. Item #2 — Review meeting agenda: • No changes were requested Item #3 —Approve March 20, 2013 meeting minutes —Action Item: • No public comment was presented • No changes were requested Motion: Boardmember Keck motioned to approve the March 20, 2013 as presented. Boardmember Makoutz seconded the motion. The motion passed unanimously. Item #4— Public Comment: 9 No public comment was presented Item #5 — New Business: A) S 8" Median Design: • medians have a 12" concrete area them for maintenance purposes • Irving School designed the median in front of the school using a drought tolerant design • one median may possibly be done with Arbor Day grant money; would use no mow grass and use underground drip irrigation • would like to see a variety of trees, no more than 10% of any species be installed; discussed tree species and how well they would work in the medians, talked about size, hardiness, zones • discussed options to prevent people driving on the medians, boulders, metal tree stakes; liability issues need to be taken into consideration • EF Hook from MSU discussed issues that they experienced with drip line irrigation; he also talked about the underground soaker hose concerns and the inability to monitor if there is a problem, an inexpensive safety guard is a water pressure gauge to tell how much PSI there is B) Arbor Day Celebration/Recognition of Shelly Engler's Service: • no date has been set as of yet • Boardmember Keck will check on a plaque in recognition of Shelly Engler's 20 years of dedicated service on the Bozeman Tree Advisory Board C) Next Meeting Date: • Chairperson Hoch will not be available for the May or June meetings Item 46 —Old Business: A) Cost Share Program 2013: • there were 125 trees available this year at a cost of$50 to the homeowners, applications come in daily • will start planting soon • Foreman Stover has been working with various Homeowner Associations that want to buy trees to replace trees that have died • the Western State Comp Grant has $20,000 still available, will work on an Elm Tree Project in Cooper Park to treat Elm Scale Item #7— FYI: a) City Tree Management Plan b) Restructuring of City Boards c) Rouse Ave. Rebuild, 2014 Project d) Bogert Creek Enhancement Project: e) MSU Tree Campus USA: • MSU was granted the title of Campus Tree USA • for Arbor Day they will start planting along 7"' and Fieldhouse f) Other board information/activities: Park & Recreation Board, Boardmember Engler liaison: Beautification Board: Subdivision Review Committee: Cemetery Board, Boardmember Keck liaison: Item #8 — Other: • Foreman Stover updated the Board on the issue with the Spruce that was damaged on Holly Item #9 —Schedule next meeting—To be determined: • the next meeting date is set for July 101h, the second Wednesday in July Item 410—Adjournment: Motion: Boardmember Keck motioned to adjourn the meeting at 12:57 pm. Boardmember Racow seconded the motion. The motion passed unanimously.
