HomeMy WebLinkAbout03-20-13 Tree Advisory Board Minutes TREE ADVISORY BOARD MINUTES MARCH 20 2013 12:00 PM 88 �Q. 1 ^••''''o�, CITY SHOPS TRAINING ROOM BOARD MEMBERS PRESENT: Bill Hoch, Chairperson Jennifer Weiss, Vice Chair Mary Keck Lessa Racow Cyndy Andrus, Commission Liaison Absent: Scott Makoutz CITY STAFF PRESENT: Ryon Stover, City Forester Michelle Dipzinski, Board Secretary GUESTS PRESENT: None Item # 1 — Call meeting to order: • Chairperson Hoch called the meeting to order at 12:00a.m. Item #2 — Review meeting agenda: • No changes were requested Item #3 —Approve November 21, 2012 meeting minutes —Action Item: • No public comment was presented • No changes were requested Motion: Boardmember Weiss motioned to approve the November 21, 2012 as presented. Boardmember Racow seconded the motion. The motion passed unanimously. Item #4 — Public Comment: • No public comment was presented Item #5 — New Business: A) Cost Share Program, 2013: • there are 125 trees in six species available this year, four large canopy trees and two small canopy trees • staff will stake the area, call in locates and plant the trees • the tree selection forms and applications were made available to the board members present • there was a brief discussion regarding tree types and containers B) Nomination for Chairperson and Vice-Chair: • Boardmember Keck nominated Chairperson Hoch for another term as Chair • Boardmember Weiss nominated Boardmember Racow for Vice-Chair • the nominees accepted and the Board approved unanimously C) 2012 Summary Report • a copy of the draft Summary was reviewed and brief discussion regarding the content ensued • the Board approved the Summary as presented • the Summary will be forwarded to the City Clerk's office for Commission distribution D) S. 8`' Median Design • Foreman Stover updated the Board on the possible plans for the median o Parks Department is requesting an 18" concrete boarder o a well will be dug for irrigation purposes o the trees planted will be selected from the Tree Guide and board members are encouraged to suggest appropriate species o Longfellow School will plant and maintain the section in front of the school as a project for the students • the road would be closed whenever the students are scheduled to work ■ discussed past issues with groups saying they will maintain an area and then doing it o discussed low maintenance suggestions, no-mow, slow growing grasses, drip lines for irrigation instead of sprinkler irrigation o a copy of the median design will be available at the next meeting Item #6—Old Business: A) Restructuring city boards: • Commission Andres provided the following information: o the Senior Board is being disbanded because of inability to keep the number of board members for a quorum o this is an ongoing discussion and no additional action has been taking o Assistant City Clerk Brunckhorst is working on a Citizen Participation Program that would provide various ways for the public to contribute o discussed combining the Cemetery,Tree and Rec Board, board member concerns are: ■ could lengthen the meeting time to a point where people would not want to volunteer ■ would still want to have staff there to provide direction • discussed the possibility of having small separate meetings then sending a liaison of rotating board members to provide an update periodically to the Rec and Park Board B) Recognition of Shelly Engler's 20 years of service: • Boardmember Keck discussed the boards history with Shelly Engler and read the information they came LIP with o discussed an Arbor Day Tree Planting event and installing a plague for a tree in the S. 8 t h median o they provided a handout of the board history Item 47 — FYI: a) 8`h Ave rebuild b) Rouse Ave rebuild, 2014 start c) Bozeman Creek Enhancement Project: d) MSU Tree Campus USA: e) Other board information/activities: Park& Recreation Board, Boardmember Engler liaison: Beautification Board: Subdivision Review Committee: Cemetery Board, Boardmember Keck liaison: f) 2020 Plan &Transportation Plan: g) Tree pest alert process, information to arborists& maintenance company Item #8—Other: • Foreman Stover provided the following information o there is still money left over from the Urban Forest Survey Grant that they will possibly use for developing a Management Plan o there is a 35 foot Spruce Tree on in the park on Holly Drive that someone had cut the middle out of o a resident on 9"'Ave. would like to remove an 18" caliper Ash Tree from the boulevard because it is a female tree and has seeds. ■ trees will only be removed if they are diseased or a hazard, if they remove it they would have to pay the value of the tree ■ if they are told no, they could appeal to the Tree Board and then the City Commission Item 49 -Schedule next meeting-To be determined: The next meeting date is the scheduled date of April 17"`from noon to 1pm in the Training Ruorn at the City Shop Complex located at 814 N. Bozeman Ave. [tem #10-Adjournment: Motion: Boardmember Keck motioned to adjourn the meeting at 12:54 pm. Boardmember Racow seconded the motion. The motion passed unanimously.
