SUBJECT: Authorize City Manager to sign Cooperative Agreement between Bozeman Fire Department and the State of Montana, Department of Natural Resources and
Conservation Central Land Office, - Bozeman Unit.

RECOMMENDATION: Authorize the City Manager to sign Cooperative Agreement.
BACKGROUND: This annual cooperative agreement provides the mechanism for Bozeman
Fire Department to be reimbursed at our actual costs for its personnel and equipment when
assigned to wildland fires which are eligible for reimbursement.
UNRESOLVED ISSUES: No known issues.
ALTERNATIVES: Operate without agreement and absorb personnel costs in operating budget.
FISCAL EFFECTS: Maintaining a current cooperative agreement allows the Fire Department
to recuperate our expenses on eligible wildfires. With no agreement our personnel costs cannot
be reimbursed.

COOPERATIVE AGREEMENT
Between
BOZEMAN FIRE DEPARTMENT
And the STATE OF MONTANA, DEPARTMENT OF NATURAL RESOURCES AND CONSERVATION
CENTRAL LAND OFFICE – BOZEMAN UNIT
This Cooperative Agreement is made and entered into by and between the Bozeman Fire
Department, hereinafter called the BFD and the Montana Department of Natural
Resources & Conservation, Forestry Division, hereinafter called the DEPARTMENT,
and effective the 1st day of June, 2013. This agreement is in effect until June 1, 2014. The purpose of this agreement, when signed by both parties, is to acknowledge their
acceptance of the equipment typing, personnel qualifications, fire business management
practices, pay rates and standard operating procedures contained in the current
Interagency Incident Business Management Handbook (IIBMH), NRCG Supplements and the NRCG Mobilization of Local Government Firefighting Resources guidelines, and provides reimbursement authority for the BFD.
The BFD agrees that it will be ordered through the national dispatch system. If BFD
accepts an assignment, it will perform the duties as detailed in the resource order at the time of dispatch.
The BFD will invoice and be reimbursed for personnel costs at the firefighters’ actual
rates plus fringe benefits per the Collective Bargaining Agreement between the City of
Bozeman and Local 613, of the International Association of Fire Fighters.
Backfill costs will not be reimbursed.
The BFD will invoice for all other direct costs associated with the resource order, i.e.
travel, per diem, lodging and miscellaneous expenses.
All firefighters under employment of the City of Bozeman are covered under Workers
Compensation Insurance as provide by the Montana Municipal Insurance Authority,
Policy # 1017WC.
This agreement does not apply to the normal, day-to-day operations of either the BFD or
the DEPARTMENT, but only when the BFD enters into pay status, as that term is
employed in the IIBMH, NRCG Supplements and/or the NRCG Mobilization of Local
Government Firefighting Resources guidelines for the DEPARTMENT.
