HomeMy WebLinkAbout06-13-13 InterNeighborhood Council Minutes, draft THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA  DRAFT MEETING MINUTES Thursday, June 13, 2013 Attending: Jennifer Rockne (SCAN) moderator, Stephanie McDowell (NHVN), Jill Schaunaman (MarLin), Gary Gullickson (BPNA), Kathy Powell (UNA), Bob Wall (SENA), Allyson Brekke (Neighborhood Coordinator), Capt. Mark Johnson (BPD), Jeff Krauss (City Commission liaison), Salal Huber McGee  4:35 Jennifer convened the meeting Review of Mar., Apr., May minutes. Jill moved to approve, Gary seconded. Motion passed unanimously. No public comment. Police Report – Capt. Mark Johnson The latest police activity report and newsletter are available at bozemanpolice.com. The Speed Monitoring Awareness Radar Trailer (SMART) is available for placement on streets around Bozeman. The data logger report from the trailer can be provided on request. Neighborhoods can request that the trailer be place on a particular street using the BPD web site. There have been about thirty requests since the availability was announced in local media. Volunteers will help to install and pick up the trailer, and it is left in place for 24 hours. Officer Charley Gappmeyer is working with problem properties – currently, this involves a lot of cleaning up stuff left on boulevards and curbs after people moved out. He also helps in negotiations with landlords and renters. Gary mentioned that he was very helpful in an issue in BPNA with a situation with eight renters occupying a house. Gary also mentioned that the police were at the Farmer’s Market on Tuesday night and helped with traffic – he thanked Officer Johnson for helping to facilitate that. Allyson introduced our newest INC representative, Stephanie McDowell, who is taking the place of Charlotte Kress to represent NHVN. Stephanie moved to Cherry Dr. recently. 4:45 Presentation – Salal Huber McGee Salal represents Supporting Local Artists and Musicians (SLAM) and the Friends of Parks. She discussed the “Fountains for Fundraisers” efforts at Bogert and Beall parks. She helped coordinate the project to install the fish-shaped drinking fountain in Bogert park. The sculpture was created by local sculptor Mitch Billis, and the tile mosaic around it was created by Sarah Anderson. To help fund the project, they sold etched tiles. They are working on a similar fountain of a frog for Beall Park. Mitch Billis will be doing this sculpture too. Salal has a flyer – she will email a copy to Allyson. Information should be available soon at slamfestivals.org. They are hoping to get the information distributed to neighborhoods (particularly NENA, whose boundaries include Beall Park). Purchases of tiles will be tax-deductible. The anticipated cost is $250 per tile; probably around 75 of them will be available. On completion, the fountains are gifted to the City. Maintenance of the fountain in Bogert Park is being transferred to the Parks Department. 5:05 Neighborhood Association Annual Updates The Neighborhood Recognition Ordinance (NRO) specifies that each recognized neighborhood association provides an annual update on its status to the City Staff liaison (section 2.05.1180). We have not done this in the past, as far as anyone could recollect. The updates are supposed to be due by June 30. This update should include information on what each association has accomplished during the year. The update includes completion of a survey provided by the City, minutes from the annual meeting, contact information for officers and any other contacts from the association, dates of any neighborhood meetings during the past year, and any changes to approved bylaws. Allyson is putting together a survey form. She has extended the deadline to July 30, but wants each association to complete the update this year. Gary proposed a subcommittee to work on communications. Jennifer suggested that we add an agenda item to our next meeting to discuss the issue, and at the end of that discussion, determine whether a subcommittee is warranted. Notifications to CAN, BCNA Efforts to revitalize BCNA have not been successful. Allyson will notify Bart Manion of their non-compliance with the NRO requirements, to initiate the 90 day period after which they will be removed for the list of recognized neighborhoods. Allyson will try to locate the past president of CAN. So far she has not had much success communicating with Home Owner Associations (HOAs) in the CAN boundaries. She plans to work with HOAs more this coming year. Bob suggested that INC might propose some changes to the NRO to address this issue of deliver notifications to associations that have dissolved. There may be some changes that would be helpful regarding the process required for recognition. The process of recognizing the University Neighborhood Association (UNA) recently revealed some areas of the process that may be ambiguous regarding the order of approving bylaws vs. being recognized. 5:45 FYI Items A lot of projects happening in NENA. Discussed run-down properties in neighborhoods – the City Commission will probably consider a demolition ordinance / historic preservation ordinance to help address. Discussed housing for the University; a developer that was planning to build a large student housing development southwest of the stadium recently pulled out, citing excessive costs in City fees. 6:05 Gary moved to adjourn.
