Minutes of the June 12, 2013 Meeting

NEW BUSINESS:
Ralph called the meeting to order at 12:10 PM.
Public Comment. Ralph offered the opportunity for public
comment on items not on the agenda. No public comment.
Consideration of Meeting Agenda. Ralph offered the opportunity to provide input on the agenda and noted that he might take
some liberties as we have many items to discuss. No changes to the agenda were proposed nor were any objections raised.
Minutes. Gary made a motion to approve the minutes of the
May 8th meeting, second by Sue. The minutes were approved.
Updates on previous actions. Nothing new to report at this time.
Liaison Officer Reports. Tommie and Rick were in attendance
from the Bozeman Police Department. Tommie reported that the Police Department is working on implementing a new electronic ticketing system. They have found a couple of bugs in the
system, but it will eventually make their jobs easier/quicker. Rick also reported that the radar trailer has been out more frequently in locations where citizens have complained about
speeding traffic. They have a new volunteer that has been putting it out often and using the technology available to track speeds. Time periods of the violations help them determine
what time of day they
should focus their enforcement. He suggested we let him know if there are areas we’re concerned about.
Bozeman Area Bicycle Advisory Board (BABAB). John reported that the City has
started implementing the sharrow striping recommended by BABAB on North and South Black, West Koch, Lamme and Wallace. All will be implemented as funding allows. They have also changed
the language reference of bike routes to bike boulevards.
Community Transportation Enhancement Program (CTEP). John reported on a recent discussion with Dustin Johnson (City Engineering)
during which he said the City has received approval from MDT on all CTEP applications. The Oak Street trail project is moving forward, but others are sitting idle. They are contemplating
hiring a consultant to help with other projects that they have not had time to complete in house.
Danielle reported that a review set of plans for the Oak Street Trail project (along
with S 19th and Norris Rd) will be completed this week. Depending on CTEP review times, she hopes to conduct contract bid letting in August. Danielle will bring plans for review at
our next meeting.
Safe Routes to School. Frank talked with Longfellow Elementary School again recently and they said they are still interested in having radar speed limit signs mounted
in their school zone. John reported that the City is just waiting to hear back from NorthWestern Energy on installation of the electrical services.
Ralph asked if anyone new the status
of Taylor’s position as Safe Routes to School Coordinator. Danielle said he told her that his contract had been extended for the short term to help with the newly funded projects, but
she was not sure exactly how long.
Possible Future Agenda Item. Ralph spoke with Jami Morris (Land Use Planning Consultant) about attending our July meeting to discuss the subdivision
project she’s working on near Huffine and Ferguson. He is hopeful that she will be able to attend our next meeting.
Community Transportation Safety Plan. The last advisory committee
meeting for the Community Transportation Safety Plan was held on May 22, 2013 during which they presented the draft plan, discussed a few minor revisions, and discussed the implementation
process. A final plan should be distributed soon. Danielle reported on how the implementation process will work and the role of this committee. Danielle has been identified as the
point person for implementation of the bike-ped strategies and Rick is the point person for distracted driving. Danielle suggested that this committee serve as the bike-ped emphasis
area committee and bring in others for discussion on various strategies as required. We will make quarterly reports to Rick Hixson, who will then make quarterly reports to the Transportation
Coordinating Committee and annual reports to the Montana Department of Transportation.
City of Bozeman Budget Hearings. John said the City Commission will be having upcoming budget
discussions and PTS is welcome to attend and provide comment. He is not aware of anything specific that we should be advocating for, but discussions will include filling in some sidewalk
gaps, ramps, overlays, etc. He also suggested that we take an active role in advocating for getting the sidewalk program going again in the future. He promised to
let our chairperson know whenever it would be wise for the committee to advocate on some budget issue.
Crosswalk on Kagy Boulevard. Gary reported at the last meeting that Gallatin
Valley Land Trust (GVLT) is interested in putting in a new crosswalk on Kagy Boulevard between Highland Boulevard and Bozeman Trail as part of the file mile trail currently being built
on hospital property east of Highland. They recently submitted a request to Andy Kerr (City Engineering) that is now under review. A portion of the trail was constructed as part of
the National Trails Day. Gary distributed a copy of the letter and maps that were submitted to Andy Kerr for review.
Next Meeting. Our next meeting will be scheduled for July 10th.
Ralph has already offered to have Jami Morris come and present on that date.
The meeting was adjourned at 1:05 PM.
