MEETING DATE: July 8, 2013 MEETING TYPE Action RECOMMENDATION: Reappoint four members to the Design Review Board.
RECOMMENDED MOTION: I move to reappoint Scott Bechtle, Mark Hufstetler, Bill Rea and Mike Pentecost to the Design Review Board. BACKGROUND: The Design Review Board has four terms that expired June 30, 2013. All for
members have reapplied.
The Design Review Board was created under Section 18.62 of the Bozeman Municipal Code. Members are appointed to staggered two-year terms. The Board is charged with the
design review of certain plans and proposals and should be comprised of six professional and
two non-professional members. Professional members should be degreed in their respective
disciplines and/or otherwise licensed or certified by their respective professional authorities. They shall include 4 Architects, 1 Architectural historian, 1 Landscape architect/designer, and 2 non-professional members. At least one of the professional members shall have a demonstrated
expertise in urban design. The non-professional members shall have an interest in, or knowledge
of, architecture, urban design, or historic preservation. No member shall serve as a member of
the City Planning Board or the Zoning Commission concurrently. The Board is generally advisory to the City Planning Board, Board of Adjustment, and the City Commission, although it does make the final decisions on some minor applications.
There are four expired terms, with all four members reapplying.

Design Review Board as its Architectural Historian since 2009, and have greatly enjoyed
participating in the collaborative feedback process the DRB provides to city staff and project
applicants. I would greatly appreciate the opportunity to continue assisting with this important and worthwhile process. I feel that I've contributed positively to the DRB's activities over the
past four years, and I've learned much from the discussions in turn. Having worked in Montana
as a professional historian and architectural historian for nearly thirty years, I am very familiar
with the topic and its relevance to local planning processes. As a long-time member of the city's
Historic Preservation Advisory Board, I've also been able to serve as an informal liaison between the two groups. I remain interested in both the topic of historic preservation, and in the
facilitation of responsible, planned growth here in Bozeman.

for the Bozeman DRB. While I fully support new members and the energy they bring I also feel it’s important to have members with institutional memory. We can learn from some of the miss-
steps we have taken over the years. I n addition continuity is important given the changes with
the planning staff over the past couple of years. The DRB is critical to the City’s mission and I
am sure the work by the DRB has resulted in a more livable and economically viable place to
live and do business. I have over 25 years of experience in design and construction, teach at the School of Architecture MSU, and am a licensed architect in the great state of Montana. Thank
