HomeMy WebLinkAboutAppointments to the South Bozeman Technology District Board_101 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Brunckhorst, Public Engagement Coordinator Stacy Ulmen CMC, City Clerk SUBJECT: Appointments to the South Bozeman Technology District Board MEETING DATE: July 8, 2013 AGENDA TYPE: Action RECOMMENDED MOTION: I move to confirm the Mayoral appointment of (applicant name) for a one year term, (applicant name) for a two year term, (applicant name), (applicant name) for a three year term and (applicant name) for a four year term to the South Bozeman Technology District Board. BACKGROUND: The South Bozeman Technology District Board (the “Board”) was established by Commission Resolution No. 4439 to guide the administration of the newly created South Bozeman Technology District (the “District”). The District was created by Ordinance 1844 in December, 2012. Ordinance 1861 effective July 3, 2013 provides guidance regarding powers, duties, membership, required reports and meetings for the District Board. According to the guidelines in the Bozeman Municipal Code (the “BMC”), Chapter 2, Article 5, Division 10, the Board consists of five voting members with staggered initial appointments. One member shall be appointed for one year, one for two years, two for three years and one for four years. After initial terms all appointments shall be for four years. Any person may be appointed if they are residents of, property owners within, or gainfully employed by a business or firm located within the limits of the City of Bozeman (the “City”). Appointments are made by the Mayor, by and with the advice and consent of the City Commission. Preference may be given to residents, business owners or employees, or property owners of the District. A majority of members must reside or own real property within the City. The Board shall have all powers provided pursuant to Title 7, Chapter 15 parts 42 and 43 of the Montana Code Annotated (the “MCA”). All members of this Board shall be considered public officials as defined in 2.03.470.A.9 of the BMC, and as such shall be subject to and comply with the City and State of Montana 80 2 codes of ethics. All members shall take the annual ethics training as required by Section 7.01 of the Bozeman City Charter. Nothing within the BMC or MCA refers to a City Commission liaison for this particular type of board therefore it is up to the Commission whether or not a Commission liaison should be assigned. The Executive Director of the MSU Innovation Campus will provide technical and administrative assistance and guidance to the Board with additional assistance from the City as necessary. UNRESOLVED ISSUES: None. ALTERNATIVES: As desired by the City Commission FISCAL EFFECTS: None, though staff time will be impacted in administering the board. This board has five positions and five vacancies. REHAU is a global polymer engineering and manufacturing company and partnered with MSU on the design and construction of the REHAU Montana ecosmart house. I am currently serving as Chief Executive in Residence and Interim COO for the MSU Alumni Foundation. My responsibilities in this role include the promotion of campus collaboration with the Alumni Foundation and the Innovation Campus, as well as the support of public and private partnerships.
