SUBJECT: Award of bid for Masonry Repairs at City Hall, 121 North Rouse Ave., and
Authorize City Manager to Sign Construction Contract with R & R Taylor Construction, (contract documents available for inspection with the City Clerk).

RECOMMENDATION: Authorize the City Manager to sign the award of bid to R & R Taylor
Construction for the repair of the masonry brick at City Hall, 121 North Rouse Ave and the contract once it is prepared and approved by Legal. The bid amount is $50,400.00
SUGGESTED MOTION: Authorize the City Manager to sign the award of bid to R & R
Taylor Construction for the repair of the masonry brick at City Hall, 121 North Rouse Ave. and the contract once it is prepared and approved by Legal, in the amount of $54,400.00.
BACKGROUND: A pre-bid walk through for this project was conducted on May 29. Five contractors attended. Bids were opened on this project on June 4. Three bids were received on the project. The proposals were reviewed by staff and the architect on the project. This award is
to the lowest responsive and responsible bidder.
The existing brick work at the current City Hall dates back to the early 1980’s when the Library building was built. Areas of brick, most of it around windows on the building, have deteriorated
and needs to be removed, areas sealed behind the brick, and new brick installed.
Over the years water has been able to get behind the brick and into the brick causing portions of
the brick to crack and pieces to break away during the freeze thaw cycle. One of the worst areas is on the west side of the building where pieces of the second floor brick have been falling onto
the ground.

This first phase of this brick work will include removal of the deteriorated brick, and sealing the
area behind the brick. Drainage material is installed behind the new brick so that if water makes
its way behind the brick it will drain out. New sills and seals will be attached to the windows so that water is not able to leak through. New brick will be installed for any removed brick.
The worst areas of the building are shown on the building plans prepared by the architect on this
project so the full scope of project work is identified. The short brick wall near the west entrance
to the building will be removed and the sidewalk areas filled in. The wall will not be replaced. Work on the project will start in mid-July and be done by early Fall.
UNRESOLVED ISSUES: The work included in this contract is for the areas of the brick that
are in the worst shape and have the potential to cause problems, such as, should pieces of deteriorated brick fall from the second floor on the west side of the building onto vehicles or
people. Once this work is done and we assess the success of the repairs there are other areas of
the building that may be done at a later time.
ALTERNATIVES: As suggested by the City Commission.
FISCAL EFFECTS: The upgrades for this building will be paid for from the Facilities
budget.

PROJECT: Repair of Deteriorated Masonry at Bozeman City Hall
CONTRACT FOR: Removal and Replacement of Damaged Brick Identified in the Bid Documents
You are notified that your Bid dated, June 4, 2013, for the above Contract has been considered.
You are the apparent Successful Bidder and have been awarded a Contract for: BOZEMAN CITY
HALL MASONRY REPAIR PROJECT. The Contract Price of your Contract is: Fifty Thousand Four
Hundred Dollars ($50,400.00).
Copies of each of the proposed Contract Documents (except Drawings) accompany this Notice of
Award. Sets of the Drawings will be delivered separately or otherwise made available to you
immediately.
You must comply with the following conditions precedent within fifteen (15) days of the date of
this Notice of Award, that is, by July 15, 2013.
1. You must deliver to the OWNER fully executed counterparts of the Agreement including all the
Contract Documents, Work Calendar and Schedule, and Drawings.
2. You must deliver with the executed Agreement the Contract Performance Bond as specified in
the Instruction to Bidders.
3. List other conditions precedent:
Failure to comply with these conditions within the time specified will entitle OWNER to consider
your Bid abandoned, to annul this Notice of Award, and to declare your Bid Security forfeited.
Within ten (10) days after you comply with these conditions, OWNER will return to you one
fully signed counterpart of the Agreement with the Contract Documents attached.
