HomeMy WebLinkAboutApprove Notice of Award for 2013 Sewer Rehabilitation_6 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Bob Murray, Project Engineer Rick Hixson, City Engineer SUBJECT: 2013 Sewer Rehabilitation Project Notice of Award MEETING DATE: June 10th, 2013 AGENDA ITEM TYPE: Consent RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to Layne Inliner, LLC. for the Base Bid and Additive Alternates #1 & #2 in the amount of $1,529,435.00. BACKGROUND: Attached is a copy of the Notice of Award for the above referenced project. The base bid involves rehabilitation of existing sewer mains in the area generally bounded by North 7th Avenue, Main Street, Montana Avenue, and Tamarack Street. The mains will be rehabilitated using the Cast In Place Pipe (CIPP) trenchless technology that the city has used on the last several sewer projects. The majority of the services will be reinstated remotely, using trenchless technology as well, but some will require excavation due to the condition of the connection. There will also be areas where spot repairs must be made to the main by excavation prior to the main being lined, but the majority will be trenchless. Additive Alternate #1 is the open cut replacement of the sewer main on 3rd Avenue from Beall to Villard, and Additive Alternate #2 is the open cut replacement of the sewer main on Black Avenue from Cottonwood to Tamarack. These two mains had too many major defects to allow for lining and must be removed and replaced. Special provisions have been added to the contract to minimize the impact to area business and to ensure adequate traffic flow is provided during special events. Bids for the above-referenced project were opened on May 6, 2013 with 1 bid being submitted. That bid was submitted by Layne Inliner, LLC in the amount of $1,221,700.00 for the base bid, $118,765.00 for Additive Alternate #1, $188,970.00 for Additive Alternate #2, and $386,840.00 for Additive Alternate #3. Only Alternates #1 and #2 are being recommended due to budget constraints. The consultant checked references on the contractor and collected and reviewed all of the information required of bidders. all was positive with no problems identified. Their award recommendation is attached. The project is funded in the wastewater fund in FY13 and FY14 in the amount of $1,934,150.00.
