Present were Mayor Sean Becker, Commissioner Cyndy Andrus, Commissioner Carson Taylor, Commissioner Chris Mehl, City Manager Chris Kukulski, City Attorney Greg Sullivan, and City Clerk Stacy Ulmen. *These minutes are not word for word and should be considered along with the audio recording. 0:18:29 A. Call to Order – 6 p.m. – Commission Room, City Hall, 121 North Rouse Mayor Becker called the Meeting to order at 6:05 p.m. 0:18:33 B. Pledge of Allegiance and a Moment of Silence 0:19:19 C. Changes to the Agenda City Manager Chris Kukulski stated that a public service announcement has been added to introduce the new Director of Community Development. 0:19:49 D. Public Service Announcement – Bozeman Clean Up Day & Sustainability Fair on Saturday, April 20th (Brekke) 0:19:50 1. Introduction of Wendy Thomas Mr. Kukulski announced the Wendy Thomas is the new Community Development Director. 0:21:37 2. Bozeman Clean Up Day & Sustainability Fair on Saturday, April 20th Allyson Brekke, Neighborhoods Coordinator spoke regarding the Bozeman Clean Up Day & Sustainability Fair on Saturday, April 20th. 0:22:30 E. Authorize City Manager to sign an agreement to allow Gallatin County to lead in managing construction of a bike/pedestrian path along Oak Street funded with Community Transportation Enhancement Program Funds (Johnson) 3. Appoint Mayor Becker and Commissioner Mehl to Approve Depository Bonds and Pledged Securities as of March 31, 2013 (Clark) 4. Approve Commission Resolution No. 4418, annexing Lot 9, Block 1, Walker Property Subdivision and authorize the City Manager to sign the Annexation Agreement for the A- 12005 Kirk Annexation (Skelton) 5. Approve Resolution No. 4435, supporting the Preservation of Tax-Exempt Financing (Rosenberry) 6. Mayor Becker closed public comment. 0:38:37 Motion that having reviewed the application, considered public comment, and all information presented, I hereby adopt the findings presented in the staff report for application Z-13040 and move to approve the Barlow Demolition and new single-household residence and garage Certificate of Appropriateness with Deviations with conditions and subject to all applicable code provisions. It was moved by Cr. Andrus, seconded by Cr. It was moved by Cr. Taylor, seconded by Cr. Mehl to adhere to the fee schedule for reservation of public parks for group activities established within resolution 4085 adopted in 2007. 1:15:06 Discussion on the Motion The Commission discussed priorities and recouping fees. 1:17:12 Vote on the Motion to adhere to the fee schedule for reservation of public parks for group activities established within Commission resolution No. 4085 adopted December, 17 2007. Mayor Becker closed public comment. 1:20:37 Commission Discussion The Commission discussed the staggered terms and the high quality of applicants. 1:23:14 Motion to appoint Bob Hawks to the Trails, Open Space and Parks Committee for a term of one year, Sandy Dodge and Doug Chandler to the Trails, Open Space and Parks 11 Minutes of the Bozeman City Commission Meeting, April 15, 2013 Page 6 of 7 Committee for a term of two years, Don Beeman and Tom Starner to the Trails, Open Space and Parks Committee for a term of three years. It was moved by Cr. Mehl, seconded by Cr. Taylor to appoint Bob Hawks to the Trails, Open Space and Parks Committee for a term of one year, Sandy Dodge and Doug Chandler to the Trails, Open Space and Parks Committee for a term of two years, Don Beeman and Tom Starner to the Trails, Open Space and Parks Committee for a term of three years. 1:23:33 Discussion on the motion The Commission discussed the balance of the professions. 1:26:21 Vote on the Motion to appoint Bob Hawks to the Trails, Open Space and Parks Committee for a term of one year, Sandy Dodge and Doug Chandler to the Trails, Open Space and Parks Committee for a term of two years, Don Beeman and Tom Starner to the Trails, Open Space and Parks Committee for a term of three years. Taylor to affirm Commissioner Andrus to act as a liaison between TOP and the City Commission. Those voting Aye being Crs. Mehl, Taylor, Andrus and Mayor Becker. Those voting No being none. Economic Development Incentives (Fontenot) 12 Minutes of the Bozeman City Commission Meeting, April 15, 2013 Page 7 of 7 Mr. Fontenot gave the Staff presentation regarding Economic Development Incentives. 1:44:23 Commission and Board discussion The Commission and Board discussed workforce streaming, Gallatin College, incentive programs, expanding businesses that are already here, budget allocations, Insensitive programs, tying incentives to improvements, the need for a more diverse economy, growing local businesses, how to partner better with business, sectors and jobs, eliminating barriers, working with the County, lack of high tech sector and the development of a priority list. 2:34:12 K.
