SUBJECT: Appointments to the Wetlands Review Board MEETING DATE: June 3, 2013

RECOMMENDED MOTION: I move to appoint Cyndi Crayton, Rex McLachlin and Brian Sandefur to the Wetlands Review Board. BACKGROUND: The Wetlands Review Board has been inactive for several years. With the
upswing in community development applications, there is renewed need for the board. Past
board members were contacted and two prior members were interested in serving again. A new applicant with a Geology degree has also applied. Appointment of these members will allow the Wetlands Review Board to proceed with needed assessments for the Community Development
Department.
The Wetlands Review Board is established to prepare functional assessments of regulated wetlands that may be impacted by proposed regulated activities, evaluate the impacts proposed regulated activities may have on delineated wetlands and to provide wetlands protection,
mitigation and/or enhance recommendations regarding such proposals to the Community
Development Director and City Commission. The Wetlands Review Board will be convened as
necessary to review proposals that involve regulated activities and may impact regulated wetlands based on the provisions contained in Chapter 18.56, BMC. In selecting the members, the City Commission shall give preference to residents of the City of Bozeman. However, where
a qualified resident is not available to serve, the City Commission may appoint a member who
practices professionally, owns property or owns a business within the City. The WRB shall
consist of six members. An appointment to a term of service on the WRB is for two years. Members shall be degreed in their respective disciplines and/or otherwise licensed or certified by their respective professional authorities.

Please explain your relevant qualifications, interests and experiences.: Current chair of Friends of the Bozeman Fish Tech Center providing assistance with projects on sensitive land (riparian/wetland). Member of WRB for multiple terms. Owner of consulting business providing
treatment and rehab of weed infested lands including riparian areas and wetlands. Co-chair of the
Bozeman Watershed Council for 5 years. Taught courses at MSU involving wetlands for 7 years.
Actively involved in trails and protection of resources along those trails including wetlands. Current cooperator on weed control projects along trails and associated public lands in several states (Through my weed management and consulting business I work with the National Park
System, USFS, BLM, BIA, NRCS, Conservation Districts, State Lands, and others—details
available upon request.)

board because I want to help ensure that the growth of Bozeman does not come at the cost of
destroying the landscape and environment of the Gallatin Valley. I have a master’s degree in
geology with some limited experience building groundwater models and sampling surface water. I am very familiar with the construction of and kinds of data collected from water wells. I have
some experience serving on a volunteer committee because I served as the secretary of the
University of Washington’s geology club. This entailed takes notes as necessary at meetings,
assisting with planning and logistics of field trips.
