HomeMy WebLinkAboutNorth Park Property Request for Proposals1 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Economic Development Council (EDC) Subcommittee for the North Park RFP and Brit Fontenot, Economic Development Director SUBJECT: North Park Property Request for Proposals (RFP) MEETING DATE: May 13, 2013 AGENDA ITEM TYPE: Action RECOMMENDATION: Direct the EDC sub-committee for the North Park RFP and City staff to prepare an RFP for real estate services for the sale of the city-owned portion of the North Park properties, publish the RFP, select the most qualified responsible respondent and list the City-owned portion of the North Park properties for sale in accordance with §§ 2.06.880 through 2.06.910 of the Bozeman Municipal Code. MOTION AND VOTE: I move to direct the EDC sub-committee for the North Park RFP and City staff to prepare an RFP for real estate services for the sale of the city-owned portion of the North Park properties, publish the RFP, select the most qualified responsible respondent and list the City-owned portion of the North Park properties for sale in accordance with §§ 2.06.880 through 2.06.910 of the Bozeman Municipal Code. BACKGROUND: For a complete history of the North Park project please refer to the January 14, 2013 staff memo to the City Commission recommending adoption of the North Park concept land use plan (“the Plan”) via Resolution 4426. The resolution was unanimously adopted by the Commission. Additionally, the North Park Project webpage contains a link to the adopted Plan and additional North Park materials. 152 2 During the creation of the Plan, the establishment of a development authority, or development entity, to manage the eventual sale and/or development of the North Park properties was discussed and researched. Research included regional models for this type of management and development structure, i.e. the Great Falls Development Authority, or GFDA. After approximately 18 months of work, the North Park project has reached a turning point. The effective partnership between the City and the DNRC has added tremendous value to the property and positioned the city-owned portion of the property for development or sale. The value added by the Plan and accompanying reports and studies, increasing strength of the local commercial real estate market, interest shown by potential purchasers of the City-owned portion of the North Park properties and current financial constraints of the City for funding the necessary infrastructure improvements all support the concept of sale to a private entity. On March 7, 2013 the EDC created a sub-committee to draft an RFP for the development or sale of the City-owned portion of the North Park properties. Based on the outcome of the May 13, 2013 public hearing, the EDC sub-committee and staff are prepared to facilitate the sale of the City-owned portion of the North Park properties. Once sold, the City’s economic development staff should maintain a facilitator’s role for the development of relationships between the buyer/developer with the DNRC, Montana Rail Link, Northwestern Energy, the Montana Department of Transportation and other State and local agencies and organizations that may be involved in the development of North Park. To date, the City and State have completed the following short term goals identified in the January 14, 2013 staff memo to the City Commission: Completed short term objectives 1. Complete the North Park Properties Concept Land Use Plan; 2. Complete the North Park Properties Marketing Brochure; 3. Adopt the North Park Properties Concept Land Use Plan; 4. Add the North Park Phase 1 infrastructure improvements to the Capital Improvements Plan or CIP, (CIP FY 14 – 18, GF 185, p. 54) ; 5. Identify capacity expanding, off-site improvements that may aid in the development of the North Park properties, i.e. intersection control device at the intersection of North 7th Avenue and Griffin Drive (CIP FY 14 – 18, SIF 33, p. 157); 6. Re-name and re-brand the project from Mandeville Farm to North Park; 7. Phase 1 Environmental Site Assessment; 8. Complete Economic Impact and Job Benefit Analyses to support a State of Montana Department of Commerce economic development public infrastructure grant application ; 9. Install appropriate signage at key locations on the property representing the vision of North Park; 10. Conduct a public hearing for support of the North Park Project for the ED infrastructure grant support a State of Montana Department of Commerce economic development public infrastructure grant application. 153 3 Short term objectives underway 11. Preliminary engineering report or PER (expected completion in 3 – 4 months from start of the PER project - September, 2013). Additional short term objectives yet completed 12. Extend the life of the Mandeville Industrial TIF (includes both City and State owned portions of the North Park properties); and 13. Preliminary platting of the North Park property.
