Dear Stuart:
Please find our proposal to develop the next phase of the overall development for
North Park in Bozeman, Montana. As you are aware this is a project that we know
inside and out. We have kept our project team together for this next phase of the
project and added some engineering support with Parks Frady who has recently
completed the Preliminary Engineering Report for Gardiner Gateway.
Though our contract ended with the city of Bozeman on the Land Use Plan and
Market Feasibility Assessment some time ago we continue to be involved with the
effort to bring this project to realization. This is a major project for the Bozeman
region and we want to do everything in our power to ensure that it occurs.
Within our proposal document you will find a scope of services near identical to that
outlined in the RFP. We anticipate completing the PER within 90 days but continuing
to support the awareness of the project and expand our effort to support Prospera,
the City of Bozeman and Montana DNRC’s efforts to fund and develop the project.
With this we have added Chris Aageson to the project guideline as a support network
to you and your staff to assist in any way. In addition, CTA has added to our team
Kieron Hunt who developed the market assessment for this project. Kieron is assisting
CTA in our expansion across Canada but will be assigned to continue with the North
Park project as needed.
We understand the project has a $50,000 budget. There was no request to identify
a financial proposal in the RFP but CTA will be able to complete the PER for the
anticipated budget.
We look forward to completing the next phase of this project and working with
you this summer. Please let me know if you require additional information on our
proposal.

North Park
CTA created the landuse plan and market feasibility
study for North Park mixed-use light industrial/
commercial center in Bozeman, MT. The 285-acre
development site is jointly owned by the City of
Bozeman and State of Montana Department of
Natural Resources.
Cherokee Industrial Park
CTA completed a Master Plan and pro forma for this
industrial center. Cherokee Industrial Park is designed
as a large industrial, light manufacturing and
warehousing center serving the greater Athens and
mid-Tennessee area. The 800,000+ sq. ft. complex will
utilize green technologies, renewable energies, and
be a state-of-the-art industrial center advancing the
economic needs of the state of Tennessee and the
nation. The project’s master plan looked at ancillary
development surrounding the project site.

Silverbrook Estates
Silverbrook Estates encompasses approximately
300 acres along the Stillwater River in Kalispell,
Montana. CTA completed the master plan and all
phases of planning, platting, design and construction
administration for this 586 lot subdivision. Additional
design services focused on the entry features, open
space, parks and park amenities. Silverbrook Estates
also features Silverbrook Town Center, a commercial
area within walking distance of the residential
subdivision.
Glacier Town Center
The Glacier Town Center project reflects a residential
and mixed use Master Plan in Kalispell, Montana.
The 480 acre site plan encompasses a commercial
town center component along with single family
residential, multi-family residential, and office uses.
The large network of housing and commercial uses
are intertwined with open space and parks for active
and passive recreation. The project property was
annexed and platted.
Brandt Properties
In 2013, CTA developed the preliminary engineering
study and master plan for this 100-acre parcel in
the RM of Sherwood, SK near Regina. The project is
a light industrial development and the first major
greenfield development for Brandt Properties, part of
Brandt Tractor, a $1.8 billion/year company.

Gardiner Gateway
CTA Architects Engineers prepared the Gardiner Gateway
Project Preliminary Engineering Report during the Fall
2012 and Winter of 2013 on behalf of Park County,
the Gardiner Chamber of Commerce, and the Greater
Gardiner Community Council. The goal of this PER
was to address collective solutions to fundamental
health, life and safety issues associated with vehicular
traffic congestion, parking, streets, pedestrian access/
sidewalks, drainage/utilities, infrastructure, lighting,
public restrooms, park facilities, signage, and other public
amenities for the community of Gardiner within Park
County’s jurisdiction.
Axelson Properties
GMC Capital development selected CTA to develop
plans and engineering documents for the most
high profile parcel of land in the City of Regina. This
coveted 58-acre infill project is one of the last major
tracts of land in the city. CTA is currently performing
all planning and engineering aspects of this project
predominately from our Bozeman and Livingston
offices.
Cody Land Development
CTA developed a mixed use development project
for this tract of land in Cody, Wyoming. The project
included land development projections for a mixed
use commercial site as well as cost projections for the
build-out of the project.

Scope of Services
CTA will perform the following scope of services identical to the scope outlined in the RFP. In addition, we
propose to run a parallel track of project facilitation to keep the project in the public eye as well as in the eye of key
stakeholders in Helena, Bozeman, or wherever necessary to ensure project success.
Data gathering
1. Meet with the City, DNRC, MDT, MRL, and other public and private agencies and entities to define:
a. Site conditions and constraints within the project boundary;
b. Considerations regarding utility crossing of the railroad, highway, and Mandeville Creek;
c. Locations, elevations, and sizes of existing utilities adjacent and within the project boundary;
d. Existing and projected traffic volumes;
e. Review applicable local code and ordinances;
f. Determine the service area boundary;
g. Estimate population projections.
Water System
1. Prepare service area demand calculations;
2. Estimate water main sizing;
3. Estimate water and fire protection service sizing and connection locations; and
4. Prepare alternative analysis, with cost estimates.
5. Evaluation of existing infrastructure.
Wastewater System
1. Prepare service area demand calculations;
2. Estimate wastewater conveyance system sizing;
3. Estimate wastewater service sizing and connection locations; and
4. Prepare Alternative analysis, with cost estimates.
5. Evaluation of existing infrastructure.

1. Estimate contributing areas;
2. Estimate stormwater conveyance system sizing;

1. Identify transportation routes, crossings, and connectivity;

Private Utilities
1. Identify service area and capacities of all private utilities (Gas, Electricty, Communications, etc.); and

Uniform Environmental Checklist
1. Complete the Uniform Environmental Checklist; and
2. The existing Environmental Analysis will be utilized where possible.
Conduct Public Meeting
1. In accordance with the Uniform Preliminary Engineering Report guidelines, one public meeting must be
conducted; and
2. Meeting minutes along with public comment will be included in the final PER.
Prepare Preliminary Engineering Report
1. Write report summarizing and presenting givens, assumptions and data gathered with final recommendations
for Water and Wastewater utility extension to serve the proposed development;
2. Submit report to the City and the DNRC; and
3. Incorporate review comments as necessary and submit final PER.
Capacity to Complete Work
CTA has assigned a core team of individuals who are familiar with the project, who are familiar with the PER
process and who can “hit the ground running”. We understand Prospera’s desire to complete the project in a
90 day window of time. We can meet that schedule and have allocated the bulk of our core team’s time to
complete this project.

WAYNEFREEMAN RLA | ASLA
Wayne is the Director of CTA Site and oversees the
company’s civil engineers, landscape architects and
planners. With over 26 years of experience in land planning,
landscape architecture, and business development he
brings a unique and diverse body of work to CTA’s planning
efforts. In addition to traditional land planning and design
experience, Wayne has directed two large land trusts in the
Midwest. Wayne has also operated his own land planning
and design firm prior to directing CTA’s planning program.
He has extensive experience in institutional planning
and design, business development projects and project
entitlement process. He has successfully helped clients
plan, finance and develop more than $100 Million in private
projects. He has raised more than $50 million in private and
public funds for development and open space projects in
the past twelve years through grants and other creative
funding mechanisms. He has been involved in more than
100 parks and recreation projects world-wide.

As a licensed Civil Engineer for CTA, Todd has over 10
years engineering experience covering a diverse and
broad scope of project requirements. Most recently his
primary focus has been in Site and Municipal Engineering,

Parks is a member of the Civil Engineering Department at
CTA. He has experience in the design and construction of
infrastructure systems including bridges, streets and roads,
stream bank stabilization, hydroelectric power generation,

• Gardiner Gateway Project Preliminary Engineering Report;
Gardiner, MT
Parks was responsible for the preparation of the PER including
scoping, alternative development/environmental considerations
and the development of the preferred alternatives for
implementation. Parks worked in conjunction with the project
Steering Committee and Park County to ensure the report
holistically covered all of the various components of the project
and tied these components together to provide Park County
with the necessary information to address the community needs
of Gardiner.
• Fleshman Creek Final Design; Livingston, MT
Parks is responsible for the utility designs for the Fleshman Creek
Restoration Project encompassing 1.5 miles of lower
Fleshman Creek in Livingston, MT. The design evaluated
the existing utility crossings for water, sanitary, gas and power for
reinstallation or replacement with centralized crossing locations
and evaluation for future expansion. Construction is anticipated
for 2013.
• St Labre Indian School Water System Improvements;
Ashland, MT
St Labre Indian School serves approximately 900 students and
faculty in both a campus and residential service. Parks served as
the design engineer for the preparation of a Preliminary
Engineering Report, design of plans and specifications for various
water system improvements including new well installation, old
well abandonment, new reservoir and booster station installation
and 1000 feet of water transmission line under the direction of the
Senior Project Engineer. This phased project was completed
in 2011.
• Cedar Pass Sanitary Improvements; Badlands N.P. SD
Parks was responsible for the design of plans and specifications for
the installation of 2,656’ of replacement sanitary main, 625’
of service line replacement, and 16 manholes in need of repair or
replacement and upgrades to an existing lift station at the
Cedar Pass Campground.

KRISDESPER PE
Kris is a project manager with more than 20 years of
design and construction administration experience
with municipal and private project developments. Her
experience includes design and construction of sewer,
water and storm improvements, streets and roadways,
new and replacement water distribution systems, above
ground water reservoirs, above and below ground storm
water detention facilities, and pavement reconstruction for
private and municipal projects. She has implemented low
impact development techniques to storm water treatment
systems for commercial and residential projects. She has
also conducted studies and prepared reports to address
existing and proposed conditions for various state and
federal agencies. Kris works closely with municipalities,
agencies, clients, contractors and local stakeholders during
project development to provide excellent service to the
client.

RELEVANT EXPERIENCE
• Island Place Subdivision, Phase 1; Oak Harbor, WA
Kris was responsible for the design of a 38-lot single-family and
50-lot duplex residential subdivision in Oak Harbor, Washington.
Kris performed the storm water analysis and designed the streets,
water, sewer and storm utilities as well as the storm water treatment
and infiltration facilities. She was also responsible for obtaining
the necessary approvals from the local municipality, conducting
submittal reviews, addressing construction issues, and submitting
record drawings for final approval of the plat.
• City of Winslow Waterline Replacement; Winslow, AZ
Ms. Desper was responsible for the civil design to replace 20,000
lineal feet of existing cast iron potable water mains with new PVC
water mains which included connections of new mains to the
existing network at each intersection, reconnection of residential
services, and abandonment of existing water mains. She was
responsible for all phases of design and budget, as well as obtaining
city approvals and coordinating inspections during construction.
Record drawings were submitted for City use upon completion of
the project.
• Pinedale Maintenance Facility; Pinedale, WY
This facility was built to replace an undersized maintenance building
for the Town of Pinedale. Kris was responsible for the site design
and civil components for the new municipal building located at
the wastewater treatment plant site in Pinedale, Wyoming. Civil
engineering services included: analysis of existing potable water
system, design of a new ultraviolet potable water treatment
system, addressing stormwater issues, final site layout and design,
construction drawings, coordination for approvals from various
jurisdictions and production of operations and maintenance manual.

Kris was responsible for the site design and civil components for
the construction of multiple condominium buildings with several
commercial buildings constructed along the property frontage.
Coordinated with the Washington Department of Transportation
(WSDOT) regarding a pavement overlay project on 12th Street.
Incorporated sewer, water and stormwater detention and treatment
facilities into the site design. Attended a neighborhood meeting
to facilitate approval of the project, secured permits and provided
record drawings for frontage improvements.

CHRISAAGESON
Chris is our Regional Director of Client Services for the
Pacific Northwest. Prior to joining CTA, Chris served in the
Montana Governor’s Office of Economic Development as
the Deputy Business Development Officer. During that
time, he guided economic development efforts for the
State of Montana and communities within. He coordinated
state and federal agencies engaged in private & public
sector projects, developed and led marketing and business
recruitment efforts, and advised on policy as it related to
economic development. He has extensive experience in
packaging local, state, and federal resources that exist to
expand and enhance project development.
Chris understands public sector process and the nuances
of public / private collaboration. With nearly a decade of
experience bringing stakeholders together to accomplish
common goals, Chris helps to ensure projects move
forward in an effective and efficient manner.

Ken hired CTA for Glacier Town Center Project and recommended the owner of
Hungry Horse Villages also hire CTA. CTA preformed all planning tasks for Glacier Town
Center, a 480-acre planned community and outdoor center. CTA worked with owner’s
engineer out of Chattanooga as its engineering consultant. Wayne Freeman served
as Project Manager for these projects. Other CTA Staff on the project included Brent
