Recommendations for Proceeding with Recreation and Aquatics Facilities
Feasibility Study

RECOMMENDATION: After receiving staff presentation and hearing public comment,
recommend that City Commission direct staff to proceed with further design and bidding of the
Bogert Park aquatic alteration project as recommended by RPAB and staff and to continue
partnership meetings with interested parties for the potential replacement of Bogert Pool at an
alternative location within the city.
SUGGESTED MOTION: I move to accept the recommendations of staff and the Recreation
and Parks Advisory Board and direct staff to proceed with further concept and design work as it
relates to the Bogert Park aquatic alteration and to report back to City Commission with the
recommended final design and cost within sixty (60) days and to continue partnership meetings
with interested parties for the potential future replacement of Bogert Pool at a new location
within the city.
BACKGROUND: On January 7, 2013 the City Commission received the presentation of the
Recreation and Aquatics Facilities Feasibility Study from contracted consultants, Barker, Rinker,
Seacat Architecture. The presentation showed results from community meetings, stakeholder
meetings, a community survey, and demographic analysis. The consultant presentation also
listed four (4) project options and budgets that could be used to meet the community needs
identified within the Recreation and Aquatics Facilities Feasibility Study.
Option One (1) called for the replacement of Bogert Pool with a 3,000 square foot
sprayground/splash-pad and a 5,000 square foot leisure pool. This option also included a
relocated bathhouse, concession stand and mechanical room. Option 1 total project budget was
presented at $6,463,217.
Option One A (1A) eliminated the sprayground/splash-pad from Option 1 to increase the size of
the leisure pool from 5,000 square foot to 7,000 square foot. Option 1A projected total project
cost was $6,716,433.
Option Two (2) and Two-A (2A) addressed the renovation of the Bozeman Swim Center.
Option 2 calls for a 10 foot extension to the Swim Center Pool to allow for the installation of two
movable bulkheads to enhance the usability and function of the facility. Option 2 also called for
a new entry area with new office space, locker rooms, storage, and an activity room. The total
project budget for Option 2 was $4,729,407. Option 2A is identical to Option 2 with the
exception that it did not lengthen the pool or add moveable bulkheads. The total project budget
for option 2A is $3,958,895.
Option Three (3) and Three-A (3A) addressed the development of a new indoor recreation
center. Option 3 designs a 65,000 square foot facility which includes an indoor leisure pool,
gymnasium, small fitness area, climbing wall, run/walk track, classroom and other support
spaces. Option 3 total projected budget was $27,410,485. Option Three-A (3A) is similar to
Option 3 however it added an outdoor family aquatics center to the design. The total project
budget for Option 3A was $32,972,717. Option 3A recommended the closure of Bogert pool for
economic viability. Option 3 and 3A did not specify a location for the facility.
Option Four (4) addressed the alternative to design and build a new stand-alone outdoor family
aquatic center. The design recommends a large leisure pool, lazy river, slides and lap pool. The
total project budget for Option 4 was $8,243,116. Option 4 recommended the closure of Bogert
pool, or minimal repairs, for economic viability. Option 4 does not specify a particular location
for the facility.
City Commission accepted the 2012 Recreation and Aquatics Facilities Feasibility Study as
presented by Barker, Rinker, Seacat and directed staff to work with the RPAB to provide the
City Commission with recommendations on how to move forward with the options presented in
the 2012 Recreation and Aquatics Facilities Feasibility Study within ninety (90) days.
After three (3) months of research, stakeholder meetings, committee meetings and discussions
with staff, RPAB voted on April 11, 2013 to recommend to the City Commission that Bogert
Pool continue operation as usual for the summer of 2013 and that plans be made allowing for the
closure of Bogert Pool at the conclusion of the 2013 season to begin preparations for the
replacement of Bogert Pool with a community sprayground/splash-pad at Bogert Park and to
enhance the overall design of the parking lot and aquatic area within Bogert Park. Furthermore,
RPAB and staff recommend continuing improvements to the Bozeman Swim Center through the
City’s Capital Improvement Program and recommend continuing the partnership meetings with
interested parties for the future location of the replacement of Bogert Pool with a family aquatic
center within the city.
UNRESOLVED ISSUES: Should City Commission accept the recommendations, future
funding of the Bogert Park aquatic alteration will be undetermined.
ALTERNATIVES: As directed by the City Commission.
FISCAL EFFECTS: The recommendation and suggested motion have no fiscal effects other
than city staff time dedicated to the project.
