THE INTER-NEIGHBORHOOD COUNCIL (INC) MEETING OF BOZEMAN, MONTANA DRAFT MEETING MINUTES Thursday, Mar. 21, 2013 Attending: Jennifer Rockne (SCAN) moderator, Charlotte Kress (NHVN), Jill Shaunaman

7:08 Jennifer convened the meeting No quorum initially – skipped minutes. Public comment – Erica Paradiso gave an update on the status of the Midtown North
neighborhood association. They are working on bylaws and have established a steering
committee. Chris arrived, so we had quorum and reviewed the minutes from Feb. Bob moved to ap-prove the minutes as submitted. Jill seconded. Motion passed unanimously.
7:10 Police Report – Capt. Johnson Discussed issue of dogs on trails in New Hyalite View Neighborhood. The BPD animal control officer now has a bike patrol of City trails, looking for off-leash dogs.
Remind neighbors to not leave furniture in boulevards or right-of-way; this is a common problem as school finish and students are moving. Jennifer suggested an organized “scavenger day”, where maybe everyone could leave things out on the same day. Another possibility that was suggested was a city-wide yard sale. It was also mentioned that
churches or other organizations might be interested in picking up items.
The City has a code compliance officer position open – applications close next Tuesday. Capt. Johnson asked if INC might have anyone interested in participating on the inter-view panel – Jill expressed an interest.
7:30 Review of INC bylaws Reviewed the proposed changes that were assembled by Jennifer and Allyson.
Quorum – it was suggested that we can optionally have consensus even if quorum is not
present, but we can’t take official votes. (This is essentially what we have been doing.) We discussed whether the quorum requirement should be removed – decide no. Discussed whether votes to remove delegates need to be on the agenda in advance. De-
cided they did not.
Allyson will assemble suggested revisions. These revisions are due two weeks prior ot the meeting, to comply with existing bylaws. Allyson will distribute them by next Thurs-day.
8:10 Other Items The notice to the Cascade Association of Neighbors (CAN) has not been sent yet. It was suggested that Allyson can maybe deliver the notice to all homeowners’ associations in
the neighborhood and consider that to serve as the official notice, since there is no longer
any identified as a participant in CAN. FYI: NENA will hold the Brewery Wall Festival again this year, in August.
Cleanup Day discussion will be on next month’s agenda – the date is Apr. 20.
There have been some discussions with the Parks and Rec Committee about instituting an “Adopt-a-Park” program.
8:20 Chris moved to adjourn, Bob seconded. Motion passed unanimously.
