SUBJECT: Appointments to the Trails, Open Space and Parks (TOP) Committee
MEETING DATE: April 15, 2013

RECOMMENDED MOTIONS: I move to appoint Bob Hawks to the Trails, Open Space and Parks Committee for a term of one
year.
AND I move to appoint Sandy Dodge and Doug Chandler to the Trails, Open Space and Parks
Committee for a term of two years.
AND I move to appoint Don Beeman and Tom Starner to the Trails, Open Space and Parks
Committee for a term of three years.
AND Affirm [one Commissioner] to act as a liaison between TOP and the City Commission.
BACKGROUND: This new committee was created with Ordinance No. 1857, which will be in
full force on April 18, 2013. The appointments under consideration are for the first set of members. One member shall be a member of the Recreation and Parks Advisory Board. The Recreation and Parks Advisory Board recommends Sandy Dodge for this position. The Director
of Parks and Recreation has recommended the applicants listed in the recommended motions.
According to Ordinance No. 1857, Chapter 2, Article 5, Division 19 of the Bozeman Municipal Code this Committee shall be made up of citizens, community leaders and experienced

professionals to advise the city commission on parks, trails and open space development
possibilities and to assist in the implementation of the city of Bozeman 2012 Parks, Trails and
Open Space Bond as adopted by Resolution No. 4386 and approved by the voters on November
6th, 2012.
BMC Section 2.05.3010. - Creation; powers, duties and authority; membership. A. Creation; powers, duties and authority.
The city commission creates the trails, open space and parks (TOP) committee and
authorizes the TOP to exercise the following powers and duties: 1. Assist the commission in the establishment of procedures and guidelines for the
evaluation of projects for which funds are proposed to be expended.
2. Review and make recommendations to the commission on proposals for the use of
parks, trails, and open space bond funds.
3. Adopt bylaws for the operation of the committee, subject to the approval of the commission.
4. The TOP may have such other duties and responsibilities as directed by the city
commission.
B. Actions advisory only.
C. Members; appointments and terms. 1. All appointments to the TOP shall be made by the city commission.
2. One voting member shall be a member of the recreation and parks advisory
board (RPAB). The RPAB may make a recommendation on appointment of its
member to TOP.
3. The director of the Bozeman Parks and Recreation Department shall serve as an ex-officio member of TOP.
4. There shall be five members of the TOP committee. The terms of the initial five
members shall be as follows:
One member to serve for one year, two members to serve for two years, and two
members to serve for three years from the date of their appointment. After initial terms, TOP members shall serve three year staggered terms. Each member may be
reappointed with a three term limitation on the number of reappointments. Vacancies
shall be filled in the same manner as original appointments for the balance of the
terms.
5. The city commission shall affirm one commissioner to act as liaison between the TOP and city commission.
6. A TOP member shall receive no compensation for the member’s service. TOP
members shall be entitled to previously authorized expenses, including travel
expenses incurred during the discharge of duties.
7. TOP members shall reside within the city limits of Bozeman and shall have expertise in such areas as finance, real estate, landscape architecture, public health,
planning or law.
8. A TOP member may be removed by a majority vote of the commission at any
time for any reason.

member of the TOP Committee for the following reasons. First, my 30 plus years of business experience in a variety of large and small companies has taught me how to carefully and
transparently make resource trade-offs. This skill will be important in allocating the $15 million.
I have directly managed organizations that have had substantial resources and those that have
had little. In both cases, the organizations have succeeded. Second, I take great pride in the fact
that we live here. LigoCyte, the company I lead, contributes to the local economy and has been a solid supporter, alongside its employees, of the GVLT. And on a personal note, my commitment
to Bozeman is strong. We intend to stay in Bozeman and I would welcome the challenge of
helping the community build upon its already successful trail, open space and parks
accomplishments. Third, I will be a good listener, team member and a leader if selected to this
advisory position. We will achieve great results together.

Please explain your relevant qualifications, interests and experiences.: My greatest qualification is a deep fondness for trails, open space and parks. I grew up in Bozeman and have lived 45 of my 53 years here. My wife Sonja and I have four active children ranging from age 10 to 21. We
like to hike, hunt, bike, swim, ski, camp, boat, and play soccer and basketball. In my nearly 20
years as a Rotarian, I was Rotarian of the Year three times primarily for my role as Community
Service Committee Chair and my work at the East Gallatin Recreation Area. At that park, I lead efforts to develop a Park Master Plan and to design, permit, and build the Bozeman Beach, the restroom/concession building, trails and bridges, shelters, the plaza, and the volley ball courts. I
have worked closely with the Bozeman Park and Rec Department and have applied for and
administered several Park Improvement Grants on behalf of the Bozeman Sunrise Rotary Club
(BSRC). At Allied Engineering, we have donated thousands of hours of engineering and surveying to assist GVLT, BSRC, and other organizations with trails, bridges, trail heads, parking lots, an Amphitheater and Dinosaur Playground. My other primary qualifications for this
position are related to my background in engineering and business and my expertise in such
areas as design, environmental permitting, planning, real estate and finance. In addition to park
facilities, I have designed and permitted stream reclamation, buildings, roads, pipelines, subdivisions, dams, and water and wastewater facilities.

resident and having spent the last 30 years living in Bozeman, I have seen firsthand the growth and development of this area. Our home was once on the edge of town and is now near the
middle. There was an abundance of open space around us for our children to explore as they
grew up. Now though it is developed, a trail system that has emerged in our neighborhood. As an
avid user of these trails both in and out of the city, I would like to see them continue to grow,
develop, and connect. I have met many members of the community through my business and associations with my children during their schooling in Bozeman. In addition, my college degree
was in Parks & Recreation. My education and strong ties to the community would be an asset to
serving my community on this board.

and trail user in Bozeman, I have a strong sense of our community’s current assets and the areas
(neighborhoods, types of open space, trails opportunities, etc.) in which Bozeman is well-endowed and in which our community is deficient. In addition, I bring fifteen years of experience working professionally and as an involved citizen supporting the creation of open
space. This experience includes advocating for open space and trail protection; working to secure
and leverage public funds for land protection; and working with individuals, private foundations,
and public charities to fund trail and open space protection. Between 2006 and 2009 I was an appointed member of the Fish, Wildlife and Parks Region 3 Citizen Advisory Committee. This committee provided FWP with information, ideas, emerging trends and initiatives from the
public and provided a vehicle for FWP to inform key citizens. I have served on the boards of
directors of two nonprofits that are dedicated to making Bozeman a better place to live (Friends
of the Bozeman Public Library (2005-2011) and the Bozeman Area Community Foundation (2011 to present)). Prior to living in Bozeman, I worked for the Appalachian Mountain Club – an organization dedicated to creating, advocating for, and managing recreational opportunities in
the Northeastern U.S. I would be honored to bring my background and experience to serve the
Bozeman community as a member of the Trails, Open Space, and Parks Committee.

developed in my 35 years as an architect. I live on the south side, 200 feet from Longfellow
school yard. I see every day the effect of that open space on an established city neighborhood. I
frequent the linear trail and Peets Hill, understanding and appreciating these spaces and the roles they play for a wide spectrum of users as well as the role they play in bringing both nature and community to the parts of the city they traverse. I am an avid hiker, cyclist, and skier. I cycle to
work and around town every day. I walk my dog through the south side every day. I ski in Linley
Park. I feel involved with city open space every day. I bring a critical perception to open space
cultivated in my many years as a design professional. Through my professional training I see and understand city parks and open space in their larger urban context. I have served on a City Plan Commission, a Zoning Board, an Historic Preservation Commission. I was a board member for a
500 acre Natural Land Trust. I understand and appreciate the process of working collaboratively
toward shared goals in the public interest. My five years in Bozeman have created in me a love
for this community and a tremendous desire to both enhance and protect this unique place to live, work and recreate.

grant making program that funds projects and programs in Yellowstone National Park, and would enjoy helping the City create a process for prioritizing and selecting projects for the trails
and open space bond funds. I also bring 20 years of Montana community planning and project
development experience and have successfully: designed and built public works projects and
facilitated land transactions and access agreements, designed and built new streetscapes and trail
networks with public agencies, and secured multiple funding sources to implement projects. It would be important for me to ensure that this new board and city have a solid public process,
transparent decision making, and implement projects that use public funds efficiently and with
accountability. Planning for the use and application of these trail and open space bond funds is
vital for Bozeman, and I would be honored to be involved to ensure that the community is well
served.

Please explain your relevant qualifications, interests and experiences.: I'm qualified to hold a seat
on this board for many reasons. First and foremost is my belief that all citizens have a
responsibility to participate in local Government. This participation allows individuals to take
ownership in the decisions made. I am currently the President of my HOA consisting of 75
homes. This position has taught me to be sensitive to the views of others and to practice conflict resolution. My family and I are avid users of the Bozeman trail system. We walk on many of the
trails throughout the year. I also log around 800 miles a year running the local trails. I'm also an
avid cyclist, both mountain and road. I feel strongly that we can do a better job supplying bike
friendly routes in and around the Bozeman metro area. Nobody should feel they're risking life
and limb while riding, walking or running the streets around town.

Please explain your relevant qualifications, interests and experiences.: I am a geographer by
training with backgrounds in natural resources, planning, and mapping. For the past 16 years I
have worked in the private sector, the last 14 years as the owner of DTM Consulting. DTM is a science-based natural resources consulting company focused on mapping and spatial data analysis. Through DTM I have worked with public (city, county, state, and federal), private, and
not-for-profit sectors on a broad variety of land use, planning, and management issues. I
currently serve as treasurer of the Bozeman Masters Swimming Club (my term ends this
summer). My previous board experience includes an elected 2-year term as the treasurer of the Montana Association of Geographic Information Professionals and as the president of the Bozeman Triathlon Club. Additionally, I acted as race director for the Bozeman Tritons
Triathlon for the past three years. These experiences solidified my commitment to collaborative,
community-based planning processes that help lead to informed decisions. My personal passion
for outdoor activities drives much of my desire to see Bozeman continue to lead in protecting open space and providing recreation opportunities for its citizens and visitors. My professional background allows for critical assessment of options. And my past board experience provides a
foundation for working collaboratively on potentially contentious issues. I believe that,
cumulatively, these experiences would allow me to be a strong member of the TOP Committee.

lived in Bozeman since 1971. I am a graduate of Bozeman Senior High and attended MSU in
Film and TV (photography). I did move away for three years and tried desperately to return as I missed all that the wonderful Gallatin Valley has to offer. I received my Real Estate license in September of 2001 and worked for Sharon Tudor Isler for a period of 6 months as her Buyer
Broker. I then returned to the restaurant business where I had been a professional Chef for 20
years. I have been working full time with Sharon for the past 7 years as a Buyer agent and listing
agent partner and have successfully closed many transactions in land and residential sales. As a longtime Bozeman resident and as a Realtor who works with buyers and sellers, I know the importance and value of Open Space, Trails and Parks to the everyday citizen. My expertise is in
Real Estate values for Residential and Land sales. I am a past chair of Professional Development
Education Committee for the Gallatin Association of Realtors and currently serve on the
committee. This is my home town and I want only the best for its people, so Bozeman can continue to be a beautiful, healthy community full of recreational opportunities for its citizens of all ages.

drawn to Bozeman, like so many others, for the sense of community, unique cultural
opportunities and an abundance of recreation. I believe that access to open space and trails not only makes for a better quality of life, but is necessary and fundamental for the success of any community. As a practicing land planner with 20 years of professional experience, I have a broad
knowledge of the nexus between land use principles, public facilities, community goals and
fiscal realities. I have worked as a public planner (Vail, Co), for private development (Vail and
Big Sky) and currently work as a planner in a consulting firm. I believe my experience and expertise as a planner can aid this new committee as it sets evaluation criteria and makes recommendations to City Commission. Throughout my career, I have provided staff support to a
variety of public and private boards, including planning commissions, design review boards and
homeowner associations. I currently serve as the president of the Hope Early Learning Center
Board of Directors, a newly formed organization working to establish a child care center at Hope Lutheran Church. I understand the dedication and experience it requires for a volunteer board to be effective.

as an employee of and consultant to the City of Bozeman Department of Planning and Community Development offered me professional opportunities to work with the Recreation and
Parks Advisory Board and the City Commission. As a resident of Bozeman, the establishment of
this new TOP Committee is an opportunity to support the community without having or creating
a conflict with my professional work. I am a self-employed Land Use Planning Consultant,
providing local governments with technical assistance in land use planning and growth policy development, zoning, subdivision, tax increment financing, and the public process. Since
establishing myself as a sole proprietorship in 2002, I have consulted on numerous projects
throughout the State of Montana. Prior to becoming a consultant, I had more than 15 years of
